Measure temporarily widens the bangs of the population that is exempt from paying electricity. But the decision brings more costs to the middle class.
Brazilian President Lula da Silva signed this Wednesday the provisional measure that dictates that the population with less financial possibilities will be exempt from paying electricity.
In the country with more than 211 million inhabitants, almost 30% of the population is thus exempt from paying the light bill. However, it points out CNN Brazil, people will not be able to consume more than 80 kWh per month, and have to be inserted in CadÚnico, an affordable social lease program, which includes an income of up to half a minimum wage to happen.
In addition, there is another requirement – to be eligible, a citizen has only one of the 2 mentioned -: being a disabled or elderly person inscribed in the continued benefit, or belonging to an ethnic minority.
Custom should come into force in the near futurebut has not yet been applied, since distributors need time to make invoice changes – it should take about 45 days.
Increase costs for middle class
Despite the advantages to the poorest, the middle class should pay for the measure, according to one from Volt Robotics.
This investigation finds that electricity reform will increase costs to the middle class – a consequence of increased exemption to the lower classes.
According to the increase for the middle class, it should be 0.9% in monthly invoices.
