In addition to the readjustment, the project also provided for the restructuring of careers in public administration. However, the text was sliced ​​and this stretch will be treated in a working group, as there was no agreement between party leaders on the subject.

The rapporteur of the text was Deputy Luiz Gastão (PSD-CE). The project readjusts the remuneration of servers in two stages: 2025 and 2026. According to the government, the updated values ​​were negotiated in 38 agreements of agreements signed with several categories in 2024.

According to the Ministry of Management and Innovation in Public Services, the budget impact will be R $ 17.9 billion in 2025, R $ 26.7 billion in 2026 and R $ 29.1 billion in 2027.

Commissioners

For commissioned positions and trust functions, the readjustment will be differentiated by segment, ranging from 9% to 30%, according to the hierarchical level. The update will also be in two steps, in 2025 and 2026.

In addition, the proposal suggests a 9% increase in bonuses for 2025 and 2026. For miliary positions, the readjustment will be higher, from 18% by 2025, considering that there was no update for this sector in 2023.

The proposal was sent to Congress by the Federal Government through a Provisional Measure (MP) that loses its validity in the first week of June. Therefore, the government has decided to send a bill on the subject so that the servers are not harmed.

The text is processed by constitutional urgency, that is, with 45 days to be analyzed. The deadline was finalized at the end of last week and, therefore, the chamber’s agenda was locked.

Administrative reform

During the session, the mayor, Hugo Motta (Republicans-PB), said that the administrative reform working group will have 45 days to present a text. The president defended a discussion “as polarized as possible”.

“All parties of the house will be represented in this working group with a member. We will give a period of 45 days for this working group to prepare a proposal for efficiency of the public machine,” he said.
