The White House responded with financial threats and sanctions, including the freezing of 2.2 billion dollars in multiannual subsidies to the university, together with a 60 million dollar contract.

Unlike some schools that work to attract rich international students to underpin their profits, Harvard attracts undergraduate requests for international students who do not have the means to pay.
