Complaints against the performance of security forces reach the highest number of the decade

PSP is the security force with the largest number of complaints, having been admitted to IGAI 742 participation against the performance of agents in 2024, 126 more than in 2023.

The General Inspection of Internal Affairs (IGAI) received 1,511 complaints against the performance of security forces in 2024, the largest number of the decade, with the PSP being the most targeted police.

Data from the body that oversees the activity of the police, to which Lusa had access, report that last year to received 1,511 complaintsincluding 331 certificates sent by the judicial authority.

Regarding disciplinary proceedings, IGAI data show that nine PSP police and eight GNR military personnel were suspended last year, and a military guard was still expelled.

In 2024, the body that oversees police activity opened 23 disciplinary proceedings to police, 22 less than in 2023. However, the applied penalties increased, and the suspended police were eight more.

Igai also filed 15 lawsuits last year, five of which GNR military personnel, nine PSP police and one to a former foreigner and border service (SEF), being justified with the amnesty of infractions during the World Youth Day held in Lisbon in 2023.

Last year, Igai also completed 33 cases, four of which were inspectors of the former SEF and who were sent to the Judiciary Police. Of these 33 processes completed, IGAI proposed that 11 had a penalty and another 16 the filing.

However, it is up to the Minister of Internal Affairs to the last decision on the completion of the IGAI proceedings, and Margarida Blasco decided to apply 19 penalties and the filing of 15 other cases.

According to this organism, the 23 disciplinary proceedings opened in 2024 originated, for the most part, in situations of alleged offenses to the physical integrity of citizens by elements of GNR or PSP, and there are still situations of alleged violations of functional duties.
