Suspect was arrested after almost 2 hours of negotiation at the Ministry of Social Development in Brasilia; He was with his pregnant woman and 2 small daughters

The building where the MDS (Ministry of Social Development) is located in Brasilia was isolated around 3:30 pm on Thursday (22.MAI.2025) after a man identified as Flávio Pacheco da Silva in the building. He was arrested after almost 2 hours of negotiation, according to information from the Military Police.

The man carried a suspicious package and an object that appeared to be a detonator. Flávio refused to deliver the items or leave the place. He was accompanied by his wife and 2 small daughters, 2 and 4 years old.

The building was evacuated and one of the roads of the Esplanade of Ministries had to be banned.

Operation Petardo was called. Bope (Special Operations Battalion) teams conducted the negotiation, which ended with the suspect’s surrender.

According to the Military Police, he tried to access the building and when he was prevented by security, would have detonated a low power artifact – described by police as a “bomb”.

According to Alisson Bacelar, head of the MDS Communication Advisory, Flávio arrived asking for care, but spoke in a disconnected way, mentioning asylum and embassies. “There was no clear demand“He said.

The building was evacuated and the man withdrawn with his family by medical teams. No one was injured. The artifact remains under analysis and there is no official confirmation that it was a real bomb.

The man was referred to the Specialized Police Station (DPE). The motivation of the act is still unknown. The police are still investigating.
