The Ministry of Management and Innovation (MGI) decided on Friday (23) again to make available the documents of agreements and contracts included on the TransfeRegov platform. The decision was made after a meeting with the Federal Attorney General, which gave a favorable opinion to the release of more than 16 million annexes that were unavailable. The amount involved in the terms signed between the federal government and states, municipalities and NGOs reached R $ 600 billion, including the transfers of parliamentary amendments.
The decision was made after the Globo Publish report on the 15th on the topic. At first, the Ministry of Management and Innovation stated that the decision was taken to comply with the General Data Protection Law, as some documents had personal information. The folder, however, did not specify the amount of documents affected.
Initially, the agency had said it was working on the development of some technological solution to suppress any personal information within 60 days. This week, MGI called a meeting with the AGU and the Comptroller General of the Union (CGU) to discuss the issue.

In Friday’s decision, AGU pointed out in its opinion that the principle of publicity and transparency must be a priority until the necessary technical adaptations are placed in force by the Public Administration. Due to the technical complexity and the volume of 16 million documents, the Ministry estimates that the documents will be made available again within 15 business days. In addition, the folder said it will provide communication channel with the data holders present in the documents.
Last Tuesday, in a document filed on Tuesday at the Supreme Court (STF), the transparency Brazil, international transparency and open accounts requested that Minister Flávio Dino order that the Ministry of Management and Innovation (MGI) will make suppressed documents available from the Transferagov system. According to Globo It showed more than 16 million attachments with information about the agreements between the federal government and states, municipalities and NGOs are down.
According to the associations, the annexes to accountability, one of the items taken from the system, bring relevant details about the execution of the appeal, as well as the fulfillment of the objectives of the action funded by the transfer.
