By 2014, CPIs were mostly under the executive’s control. The formation of coalitions has had a double role: to ensure parliamentary support to the government’s agenda and provide a legislative shield in relation to opposition, especially in relation to and actions with potential in this context, the executive acts to prevent its installation or, unable to make it difficult to function.
