After the government announced a freezing of R $ 31.3 billion in the 2025 budget to comply with tax rules, President Luiz Inacio Lula da Silva must meet rectors from federal universities on Tuesday to announce a budget recomposition intended for institutions.
According to interlocutors from the Ministry of Education, the recomposition will be about R $ 340 million, above the one claimed by the sector – internal estimates of the National Association of FEDERAL HIGHER EDUCATION INSTITUTIONS (ANDIFES) point to a need for budget recomposition of approximately R $ 249 million.
It is an internal relocation of funds, even after the freezing of resources. As the Globo learns, the amount, which has already been authorized by the Ministry of Finance, should cover part of the cuts carried out in the 2025 Annual Budget Law (LOA), approved by Congress in March.
In addition to the cuts, universities face additional restrictions imposed by a Lula government decree that limited the monthly use of the budget of all government agencies. From May to November, all government agencies will only be able to spend just over 60% per month than expected at the beginning of the year for non -mandatory expenses, which does not affect salaries.
As a result, federal universities adopted emergency cuts: some have restricted students’ internal transportation, cut their cars fuel and defined a payment priority from the most late account. This decree, however, will be replaced by the general act of freezing spending.
In a statement released on the 15th, Andifes classified as “urgent and essential” both the recomposition of cuts in the 2025 LOA and this year’s budget supplementation, to ensure the full operation of the institutions.

“The main commitments of IFES (federal higher education institutions) require continued payments throughout the year, with monthly expenses related to student assistance, outsourcing contracts, university restaurants (…) therefore, limit monthly execution and release part of the budget only not only impossibles the continuity of federal universities activities but also due budget execution,” said the entity.

Despite numbers, the government still does not know that folders and programs will be affected by the budget freezing. The detail of the containment by an agency will consist of a decree to be published on the 30th. The organs must indicate the schedules to be blocked/contingent within five business days.
The freezing of expenses falls on non -mandatory expenses, which include the cost of the machine costs (such as outsourced contracts) and public investments (such as works and acquisition of machinery and equipment).
