The productivity of the group, made up of 23 congressmen, was higher than the overall average of Congress, but only 4 PLs became laws

A study released on Sunday (25.MAI.2025) showed that the Civil Armament bench in the National Congress presented 739 PLS (bills) in 2023 and 2024. The group consists of 23 congressmen who received funding from the association, according to the institute. This is the report (PDF – 7 MB).

There were 32 texts per author, 68% above the overall average of congressmen, 19 by author. Among the projects, 569 departed from the House and 170 of the Senate. The most covered topics are “Public Security” (78 pls), “Penal Code” (73 PLS), “weapons and ammunition” (52 PLs), “Childhood and Adolescence” (46 PLS) and “Fundamental Rights and Citizenship” (45 PLS). Among the 73 related to the Penal Code, 53 deal with penalties.

Despite the high number of bills presented, the group’s approval rate is low. Of the 739 pls, only 4 became laws. None of them, however, concerns the priority themes of the bench:

  • Lei – Provides for emergency measures to the tourism and culture sectors of Rio Grande do Sul because of rainfall in the state;
  • Lei – Recognizes the Parintins Folk Festival (AM) and the guaranteed and capricious oxen as demonstrations of national culture;
  • Lei – Establishes the year 2023 as the “National Year Fernando Sabino”;
  • Lei – Grants the title of national capital of cassava flour to the municipality of Cruzeiro do Sul (AC).

For Terine Coelho, research manager of the Fogo Cruzado Institute and one of the authors of the report, the number of approved projects and their themes are revealing the group’s acting strategy. “Many of the congressmen’s propositions have a more discursive than effectively legislative role. That is to say, they serve to mobilize, to streamline their foundations. In practice, they are parliamentarians who act more out than inside.”says the researcher.

The 23 congressmen on the bench were elected in 2022 with support and funding from ProS, a association founded in 2020 by lawyer Marcos Pollon who advocates the expansion of civil weaponry and is inspired by National Rifle Association, the largest lobbyist in the United States and the world.

However, what the report calls the “civil armament bench” is different from the traditional “bullet bench” of the National Congress. In practice, the proof bench, according to cross fire, works as a “reinforcement” to the other.

There are 16 deputies and 7 senators. Of them, 20 are men and only 3, women. Regarding the parties, 20 are from PL, 2 from União Brasil and 1 from Republicans. Most are beginner in politics: 18 are in the first term, 3 in the 2nd and only 1 in the 3rd or 4th term. Among the 23 congressmen, 8 have professions linked to public safety or the Armed Forces. Together, the 23 congressmen had 18.6 million votes in 2022.

Among the deputies, only 15 were elected in 2022, but the deputy (PL-MT) in May 2024. (PL-MT) took her place. The research considered the 2 as distinct deputies, but, as Barbudo was also supported by Proans in 2022, told the number of congressmen from Casa Low as 16.

Methodology

The crossfire identified the congressmen elected with proof financing on the group’s own website. Then compiled the data from a database with all legislative propositions of each member of the bench, collected from the House and Senate sites. Then the data were added and analyzed to identify the main themes addressed, the standards of legislative production and the priorities of the congressmen.

The pls were characterized in 27 distinct themes. A comparative analysis of the productivity of these congressmen was also made with the overall average of the others. The Institute also considered the progression of projects in the legislative process.
