PIX amendments – so -called “special transfers” – are imposing (mandatory execution) funds sent by the state government to municipalities, without directly informing how the resources will be used.

The confirmation of the payment was formalized in resolution published in the Official Gazette by the Secretariat of Government, folder commanded by ().

According to the Secretariat, as the amendments are mandatory execution, the government can only refuse indications in case of technical failures in identifying the amendment, as a data error in the bank’s bank accounts. The amendment model has been adopted in the state since 2022. Until last year, the municipalities of São Paulo – with the exception of the capital, which have their own court – had received R $ 259.1 million, according to the ECA.

In practice, deputies see in pix amendments a way to serve their electoral bases faster and expand political visibility in municipalities controlled by allies. For opposition, it is still a way to ensure revenue for their own projects, as they do not depend on Tarcisio’s direct endorsement.

Report released by the court in December, based on data collected from August, pointed out that R $ 145 million – also half of the funds allocated – were stopped in bank accounts, unused. For the agency, the situation highlights “inefficiency in the public management of these resources”. By law, at least 70% of the amount passed on must be destined for investments.

The ECA also pointed out that “there are flaws in the transparency of the execution of resources.” Only 2 of the 644 municipalities of São Paulo informed, in their official portals, the receipt of these amendments.

Even after the alerts, no change was made in the legislation to correct the distortions.

On the PT bench, Deputy Enio Tatto was the one who made the most indications of this type of expense. It justifies the volume of party spending with the argument that this kind of amendment has a faster execution than others.

Considering the PT benches, the PT leads the list of PIX amendments expenses, but individually, it is Madureira (PSD) who made the most indications of this type of money. It allocated R $ 3 million for Jacareí, R $ 1.7 million for Ibiúna and R $ 1.3 million to Arujá, all cities in the interior of the state.

In 2023, the city had received $ 250,000, but the value was not yet used. “The funds are reserved for a project in the area of ​​social assistance that, at the moment, undergoes technical adjustments and follows in the phase of meeting protocol requirements,” added the city, without detailing the project.
