Investigation investigates withdrawals and messages on bribery delivery; target are advisors and ministers of the STJ
The investigation of the PF (Federal Police) that asks the sale of judgments in the STJ (Superior Court of Justice) continues to advance regarding the crimes of money laundering and payment of bribes to advisors and ministers. New investigations indicate that the alleged bribe transfers and money laundering strategies coordinated by lobbyist Andreson de Oliveira Gonçalves and lawyer Roberto Zampieri, murdered in September 2023 in Cuiabá, would have been made in cash according to PF.
PF tracked millionaire withdrawals on behalf of the investigated and obtained messages indicating the alleged delivery of values to court servants. The information is from .
The investigation was at the end of last year from information from the CNJ (National Council of Justice), which identified Zampieri’s mobile phones on early access to court decisions. The PF started to find out if ministers advisers would be providing sensitive information to Gonçalves and Zampieri.
Expert analyzes made by the PF revealed new dialogues. In one of the messages, of September 9, 2023, Zampieri mentions the sending of a “order” to a minister’s chief of staff not yet identified. For investigators, it is a reference to the delivery of cash. “I came to talk to the minister’s chief of staff, I had to come by car to bring an order from him ”wrote the lawyer via WhatsApp.
The report cites another conversation in which Zampieri suggests the need for a payment to influence a process: “You have to prepare about 20 million to invest up there, and then it resolves. Otherwise it’s dangerous.”
From September 2019 to March 2022, the lawyer would have drawn $ 8.2 million in cash in accordance with data from Coaf (Financial Activities Control Council).
The PF stated in a report sent to the Supreme Court (STF) that the amounts circulated by a “Sophisticated financial-entrepreneurial money laundering network” mounted to make it difficult to track tuition and hide the link between corruptors and public servants.
One of the operators would be João Batista, Andreson General Services Assistant. He would have moved R $ 2.6 million in his 2019 to 2023 account, including R $ 800,000 drawn in cash from 2020 to 2021. The PF held against him last week, but the target was not located. The court ordered the blockage of R $ 2.6 million of its accounts.
Anderson’s defense informed the report that still analyzes the case. John the Baptist was not found to comment.
SEARCH OF JUDGMENTS
In November 2024, the PF inaugurated the operation to investigate a court decisions selling scheme in the STJ. The action Mira Advogados, lobbyists, businessmen, advisors and employees of the offices of ministers suspected of negotiating favorable sentences in exchange for payments.
According to the decision of Minister Cristiano Zanin, rapporteur of the case in the Supreme Court, there is no evidence of involvement of STJ ministers. At the time, 24 search and seizure warrants were fulfilled. Of these, 3 were against court officials, who were removed from their duties.
They are:
- Daimler Alberto de CamposChief of Staff of Minister Isabel Gallotti;
- Rodrigo Falcão de Oliveira AndradeChief of Staff of Minister Og Fernandes; and
- Márcio José Toledo Pinto, acted as an assistant in the office of several ministers.
The investigation began from messages found on the lawyer’s cell phone in 2023 in Mato Grosso, Roberto Zampieri.
With the analysis of his mobile phone, the National Court of Justice filed a disciplinary complaint against 2 TJ-MT Judges (Mato Grosso Court):
- Sebastião de Moraes Filho; and
- João Ferreira Filho.
The police inquiry was established after evidence that the judges received improper financial advantages to judge cases, according to the interests of the lawyer.
It is investigated by the PF the existence of a network of intermediation that involved entrepreneurs and servants of the judiciary. The warrants were served in the Federal District, Mato Grosso and Pernambuco.
According to Minister Zanin, the analysis of the lawyer’s cell phone evidenced “Large framework” of dialogues and conversations between the involved who expose “Spurious negotiations”.
