Former President criticizes fraud at the Institute and charges investigation; Opposition filed a commission request on May 12
The former president (PL) defended the installation of the CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS (National Institute of Social Security) in PL (Liberal Party) electoral propaganda on open TV on the night of this 3rd (27.MAI.2025).
In a 30 -second video, Bolsonaro says that “Retirees and pensioners do not deserve this treatment” And that, for the PL, “Retirement is sacred”.
According to the former president, the commission is necessary to investigate irregularities: “Those who steal, do not take care. We want at CPMI, that the PT has not signed, clarify all matters and, even more so, charging unions and associations every penny stoury of inactive and pensioners.”.
The request for the creation of the Commission for opposition to the Government of the President (PT) on May 12. The initiative was articulated by Senator Damares Alves (Republicans-DF) and Deputy Colonel Fernanda (PL-MT).

INSS Frauds
The idea of the opposition is to conduct in Congress the investigation of fraud. The PF launched on April 23 the operation to investigate an INDE Discounts on Retirement and Pensions of the INSS.
211 search and seizure court orders and 6 temporary arrest warrants were served in the Federal District and 13 states. According to the PF, the investigation identified the existence of irregularities related to the discounts of associative monthly fees applied to social security benefits, especially retirement and pensions, granted by the INSS.
The government reported that by 2023, the CGU (Comptroller General of the Union) began a series of findings on the increase in the number of entities and discounted values of retirees. From this process, audits were made in 29 entities that had ACTs (technical cooperation agreements) with the INSS.
There were also interviews with 1,300 retirees who had discounts on the payroll. According to the government, the CGU identified that the entities had no operational structure to provide the services they offered to the beneficiaries and that, of the interviewees, most had not authorized the discounts.
The agency identified that 70% of the 29 entities analyzed had not delivered full documentation to the INSS. In the operation, 6 people were removed from their duties. Among them, the then president of the INSS, Alessandro Stefanutto.
The repercussion of the case led to the dismissal of the Minister of Social Security, (PDT). The pedestrian was advised by deputies to leave office, on the condition that he aligned the speech that the fraud began in the government of former President Jair Bolsonaro (PL) and the findings were the senior government.
