Supreme Federal Court (STF) Minister Flávio Dino determined on Tuesday (27) the expansion of the audit of the Comptroller General of the Union (CGU) in non-governmental organizations (NGOs) suspected of diverting $ 219 million in parliamentary funds. The decision was made after complaints that an NGO network, coordinated by congressmen, would have diverted resources through parliamentary amendments.
In the decision, the minister cites a report of the UOL which points out that parliamentarians would have articulated that of an NGO investigated for other newly created organizations, whose leaders would also be linked to the same groups suspected of involvement in the scheme.
For the minister, if the maneuver is confirmed, it represents a “very serious scam to judicial commands” and can configure the continuity of practices that violate the principles of transparency and traceability in budget execution.

In his order, the minister stated: “In addition, if the migration confirmed, at the request of parliamentarians, from the allocation of resources to new NGOs with members who are or were linked to suspicious NGOs, would reveal a very serious scope.”
SUSPECTED ENTITIES
According to the journalistic investigation mentioned by the minister, parliamentarians directed almost R $ 500 million in federal resources to a NGO network that executed projects with strong indications of irregularities.
These institutions would have benefited from the so -called Pix Amendment, a type of direct transfer that is less traceable in the public budget.

In addition to determining the expansion of the audit by the CGU, the minister also requested the Attorney General of the Union (AGU) updates on the analysis of the Ministry of Tourism’s Work Plan, a body responsible for the execution of suspicious parliamentary amendments.
The minister has already scheduled a public hearing on June 27 at the STF with public budget experts.
The goal is to discuss control mechanisms on imposing amendments, including bench and so -called pix amendments. The hearing aims to bring together technicians and representatives of control and inspection bodies to deepen the debate on the subject.
