One of the three sources said that if Putin realizes that he could not reach a peace agreement on his own terms, he would try to persuade the Ukrainians and Europeans, through military victories, that “peace tomorrow will be even more painful”.
The Kremlin did not respond to a commentary request. Putin and Russian officials have repeatedly stated that every peace agreement must face the “radical causes” of the conflict, such as NATO enlargement and Western support to Ukraine.
