The wear process was accentuated a year earlier, when the non -progress of works of the Growth Acceleration Program (PAC) was attributed to the delay in granting environmental licenses by Ibama. Marina even starred in disputes with the then-chief minister of the Civil House, Dilma Rousseff. Dilma’s interests for the PAC contradicted the environmental policy defended by Marina, who eventually had to give in to the licensing of infrastructure works in the Amazon region.
The president himself made public criticism of the area under the command of the environmentalist when the lack of licenses delayed the auction process of the Madeira River plants.

Now, again ahead of the environment folder and a more challenging scenario for the effects of climate change causing disasters in cities and countryside, Marina faces resistance in the government itself.
In February, Lula defended studies for oil exploration on the equatorial margin and said that “no one can ban” research to evaluate the region, and claim that Ibama was “lenga-lenga” and seemed to be “against the government.”
In a public hearing to discuss the creation of extractive reserves in Amapá on Tuesday, 27, senators in defense of mineral exploitation in the region used the same tone of criticism to question and criticize the minister, invited by parliamentarians for the session.

Omar Aziz (PSD-AM) shouted: “You get in the way of the development of our country.” Plínio Valério (PSDB-AM), who in March had already said he wanted to hang her, said that the minister did not deserve respect. Faced with the conduct, Marina demanded an apology from Valério and, with the negative, left the session.
Although Lula called the minister, saying that she acted correctly as he retired from the commission room, petist senators, such as Randolfe Rodrigues (PT-AP) and Jaques Wagner (PT-BA), were not present at the time of the final interview. As columnist Vera Rosa showed, despite the absence, Raldolfe denied that the government abandoned Marina to its own luck.
