The National Treasury Secretary, Rogério Ceron, said on Thursday (29) that a possible overturning of the decree that increased the financial operations tax (IOF) would have a direct impact on priority programs of the federal government, such as Minha Vida (MCMV), investments from the Ministry of Defense and the Popular Pharmacy Program. For Ceron, revoking the decree would be “equivalent to extinguishing” these public policies.
The statement was made during a press conference on the result of central government accounts in April. According to the secretary, the economic team does not yet have a ready solution, but will focus on the problem in the coming days and present a proposal within 10 days established by the National Congress.
“We will take 10 days to build a solution, to respond to the tight of the problem,” said Ceron, recognizing that, at the moment, “there is no materialized alternative” to estimated revenue of $ 20 billion by 2025 and $ 40 billion by 2026 with the increase in IOF. .

“Without these resources, we have complex situation,” he said. “Opt for easy solution would compromise beneficial growth framework in the country.”
Ceron also commented that the contingency of R $ 31.3 billion already announced by the government leads to budget execution “to the limit”, and that any additional collection loss will require severe cuts in essential areas. “We need to maintain sources of appeal that allow budget execution of the year,” he said.
The secretary stressed that, as the taxation of sports and cryptors, as well as the review of tax exemptions. According to him, these ideas are “praise”, but have not yet been analyzed technically. “Congress has created space for the United Powers to face this fiscal issue structurally,” said Ceron, praising the posture of the presidents of the House, Hugo Motta (Republicans-PB), and Senate, David Alcolumbre (Union-AP).

The Treasury has already adopted measures to cover part of the loss with retreat at points of the decree, such as taxation on national funds with abroad applications. A rescue of R $ 1.4 billion from the Operations Guarantee Fund (FGO) and FGEDUC was authorized with Banco do Brasil and Caixa Econômica Federal and should enter Caixa over the next two months.
Ceron concluded by saying that the expectation of the government is to build a joint response with the legislature. “We will present solutions that guarantee structural solutions to the fiscal situation that the country faces,” he said.
