Defended by the President of the House of Representatives, Hugo Motta (Republicans-PB), administrative reform is not regarded as a priority by governors for this year. In everyday life, the approval of a renovation in 2025 is seen with skepticism by allies of President Luiz Inacio Lula da Silva (PT) and some see that the subject could disturb the negotiations around income tax reform.

Motta, in turn, wants to approve some initiative in this regard as a “legacy” of his management in front of the Chamber. He cited the renovation of the public machine amid the clash with the government because of the increase in the IOF tax rate in a series of financial transactions.

On Wednesday (28), federal deputies representing the group met with Minister of Management and Innovation in Public Services, Esther Dweck, to address the subject. There were no parliamentary leaders of the allied base more faithful to the Plateau at the meeting.

The National Congress pressures the government against the increase in the IOF tax rate in a series of financial transactions, but at the same time granted a 10 -day relief to the Ministry of Finance to present alternatives. If parliamentarians do not like the return they receive, the tendency is for the project to overthrow the Presidential Decree on the IOF is approved.

The message given to the government is clear:. The situation was reported on Wednesday (28) by Hugo Motta to the Minister of Finance, Fernando Haddad, and reinforced on Thursday (29) publicly.

“Both I and President David (Alcolumbre) could have been guided by PDL. Surely it would have been approved here and in the Senate, but we didn’t do it because we want to build the solution with the government. […] We have an environment in which two years and five months ago all measures that arrived aimed at increasing the collection and did not arrive measures reviewing expenses. This is what Congress and society have been charged and this was said to the minister, ”said Motta.

This Wednesday (28) at night, governing leaders and the president of the Senate, David Alcolumbre (União Brasil-PA), in search of a solution to the crisis.

The medium and long term summit for public accounts. During this period, the project to overthrow the increase in the IOF will not be voted. Then, depending on the return of the government, the overthrow can be guided.

Despite the warnings, Haddad left saying that the government does not consider revoking the increase in IOF. The assessment of the economic team is that if they give up the discharge of IOF, the operation of the public machine would be at an even more delicate level, with more contingencies. . Therefore, a possibility under the table would be to keep the IOF decree and then apply the so -called structuring measures. There are doubts about when they could start to apply, even with constitutional limitations.

In any case, the governors were relieved to have gained time to negotiate. Congress votes in the coming weeks should also be impaired due to an event linked to BRICS and June parties.

Any path involving the IOF still has to pass the President Luiz Inacio Lula da Silva (PT), who next week travels to France. This Thursday, he was at an event in the interior of Paraná alongside Haddad and took the opportunity to sting the minister.

“Haddad knows how we find the farm. He knows how we find this country managed as irresponsible as possible. And, fix it it takes time.”

Before Lula’s speech, Haddad made a kind of outburst about the criticism he receives.

“Serving President Lula’s government is always an interesting thing. As much as you suffer from how much you are criticized, that you are, that you are that, there is today to erase all suffering and we celebrate your life.”
