Military had missed the STF testimony during the week and was summoned by Moraes to appear; Former commander is witness to Anderson Torres
General Gustavo Henrique Dutra confirmed on Friday (30.MAI.2025) that he met with former Federal District Secretary of Public Security Anderson Torres to talk about the demobilization of camps in front of the Army Headquarters in January 2023.
In a statement to the Supreme Court (STF), Dutra said he went to a “Coffee of courtesy” on January 6, 2023, which showed photos to Torres and that the camps were “Empty”. He headed the Military Command of the Planalto during the coup acts.
“We tried to demobilize the camps in front of the Army Headquarters. I showed photos to Torres, the place was practically empty, had about 200 people, almost all homeless people, so I took the Secretary of Social Development of the Federal District.”he declared.
Dutra was nominated as witness to Anderson Torres in the criminal action for attempted coup d’état in 2022. The former secretary and was also Minister of Justice of (PL).
The general was summoned to testify by Minister Alexandre de Moraes, after Torres’s lawyer, Raphael Menezes, asked, claiming that it was not possible to convince him to attend. The military failed to the testimony twice.
After the subpoena, his statement was scheduled for June 2, however, he decided to anticipate his participation. Defense witnesses are not required to attend the testimonies unless they are summoned.
Earlier, the Secretary of Social Development of the DF, Ana Paula Marra, who was present at the meeting, also said in testimony that the meeting dealt with the demobilization of camps. According to her, her participation was requested, because there were people in a situation of social vulnerability in the place who needed the assistance of the Secretariat.
Stated, however, that the meeting had a more formal tone and that it was “Practically summoned” to attend. He also said they discussed measures to arrest camping leaders.
Who is Gustavo Dutra
General Gustavo Dutra headed the Military Command of the Plateau from July 2021 to April 2023. It was by the President (PT) in an attempt to make a “clean” of the military involved with January 8, as shown by Poder360.
Dutra was by the Military Public Prosecution Service about a possible failure of planning, negligence or omission during the 2023 extremist acts.
In September 2023, the General testified to the CPI (Parliamentary Commission of Inquiry) of 8 January at the National Congress. At the time, he said the army had a “Indirect strategy” to demobilize Bolsonaro’s supporters of army headquarters in Brasilia. He denied that the military was silent.
The military said he convinced Lula not to have the extremists arrest shortly after the invasion of the buildings of the three powers, because the action would have been given “Without planning”what could “Finish the night with blood”.
The next day, on January 9, 2023, the PF (Federal Police) detained the camps and the DF Military Police demobilized the structure in front of the barracks.

- Ana Paula Marra, Secretary of Social Development of the Federal District; and
- (PP-SC), Senator;
- Renato de Lima França, former legal assessor of SAJ (Special Secretariat for Legal Affairs);
- Jonathas Assumption Salvador Nery, former executive secretary of the Civil House; and
- Gustavo Dutra, general and former commander of the Planalto Military Command.
At this morning, the defense of Torres to listen to the president of PL (Liberal Party) Valdemar Costa Neto, Ubiratan Sanderson, Marcos Montes, Sandro Nunes Vieira and Saulo Luis Bastos.
The testimonies of the witnesses of Torres and Bolsonaro will continue in the afternoon, from 14h. All hearings must be completed by June 2.
