Russian memorandum requires that Ukraine leaves four regions to end the war

In a memorandum sent on Monday, 2, for analysis by Ukraine in the negotiations of a peace agreement, Moscow proposed the recognition of the regions of Crimea, Luhansk, Donetsk, Zaprizzhia and Kherson as part of Russia, as well as the complete withdrawal of the Ukrainian military units of these territories, according to the Interfax Russian news agency.

The Russian memorandum also provides for the restoration of economic relations with Kiev, including gas traffic, suggests confirmation of Ukraine status as a state without nuclear weapons – presupposing neutrality – and the imposition of a limit to the number of troops and Ukrainian weapons, adds Interfax.

Russian news agency Tass said the document also requires elections in Ukraine and then the signing of a peace treaty.
