LDO is approved annually and establishes the guidelines that need to be followed in the preparation and execution of the budget. In 2024, Congress tried to impose a calendar of execution of parliamentary amendments, but Lula vetoed and only managed to prevail his position with.
For 2026, the year of the election, Congress wants to accelerate the commitment and payment of amendments to allied mayors before the sealing of the electoral period. Therefore, it again argues to establish a more restrictive calendar for the government and force that the resources intended by the legislature have priority of execution.
One of the fuels for pressure on the change of rapporteur is what congressmen consider a delay this year in the release of parliamentary amendments, a mechanism by which they direct money to their electoral bases. So far, only R $ 23.7 million of the R $ 50.4 billion scheduled for the year have been committed (first phase of budget execution, when funds reserve for that expense).
The governors claim that the delay occurred due to the fault of Congress itself, which did not approve the budget law in December and only completed the vote in March. The Secretariat of Institutional Relations did not comment.
Another idea discussed by behind -the -scenes congressmen is to use LDO to impose harder rules on the government on budget management, in order to avoid maneuvers that seek to enable projects with electoral objectives, but with impact on the country’s accounts.
The rapporteur is responsible for negotiating with the other parliamentarians, society and the government changes in the project, which then subjected to voting. The 2026 LDO, for now, has 98 pages, with 186 articles, plus seven attachments. Often, only the rapporteur is aware of each changed point and the reasons behind these changes.
Deputy Danilo Forte (-CE), author of the amendments calendar in 2020, is one of those who work to make the rapporteur a more independent deputy. “It’s not because it is Zarattini, it’s because it’s someone from the government party. The executive has already elaborated the project, now we need someone who counterpoint and oxygen the debate,” he said.
A Sheet It found with four members of Centrão parties and two petistas that there is a wide movement among the deputies to prevent the rapporteur from staying with the PT. One group says Motta did not rule out in these conversations the indication of another name, but pondered that he would talk to the petistas this week to warn of the difficulty of composition.
According to the petistas, Motta would have reaffirmed the deal with the party recently and the pressure should be emptied by the rapporteur’s appointment. According to them, there is no other function that can be negotiated in exchange for the LDO and the choice of another deputy will be interpreted as a breach according to the government and the PT.
Given the impasse, the bill has not yet been sent to the Joint Budget Commission by the President of the Congress, (Brazil-AP Union). A letter was sent by the PT leadership with the nomination of Zarattini, but has not been endorsed by the PT party block, and the acronyms of the centrão (and which was assembled for the distribution of vacancies on the commission).
President of the Joint Commission, Senator Efraim Filho (Brazil-PB Union) states that he received the letter of the PT, but awaits the official appointment of the bloc or the mayor. “In the commission, we will cherish the sense of fiscal responsibility and understand that it is important to avoid unbridled spending and that balance is not only done by the side of revenue, with tax increases, but also by the cutting of expenses,” he says.
