The disapproval of the government of President Luiz Inacio Lula da Silva (PT) reached 56%, according to a possible survey conducted between May 31 and June 2, 2025. The index represents a discharge of three percentage points compared to the previous survey, made two months earlier. In the same period, the approval rate fell from 41% to 39%.
The drop in approval and increased rejection has been maintained since the beginning of the year. The data show a complete reversal compared to the beginning of the mandate: by 2023, Lula recorded 52% approval against 39% disapproval; Now the situation has reversed, with disapproval overcoming approval at 17 percentage points.
The survey captured the immediate effects of the revelation of a scheme of, involving improper discounts on retirement and pensions. Preliminary estimates indicate that the loss can reach R $ 6.3 billion. Despite the government’s attempts to hold previous management, the current response of the current administration may have negatively influenced public opinion.


Disapproval is the majority in all age groups. Among 45 to 59 years old, 60% disapprove of the government, an increase of 22 percentage points since the beginning of the term. Even among young people, a track where the government records its best numbers, approval is 49%, equal to disapproval.
The data contrast with positive economic indicators, such as GDP growth in the first quarter and low unemployment rate. However, these factors still do not seem to significantly alter the perception of the population.
The survey was conducted with 2,500 interviews in 218 municipalities, covering the 27 federation units. The margin of error is two percentage points, with a confidence interval of 95%.
