The current direction of the exchange in virtually every command posts of the agency since the beginning of its management, in January 2023. The director general, Andrei Rodrigues, made changes in all boards and 26 of the organ’s 27 superintendencies.
There were substitutions in the 13 boards and the PF Corregedoria during this period, with exchanges of directors and coordinators. They changed director more than once five of them. In 12, there was more than one coordinator replacement.
Thirteen Regional Superintendencies have undergone more than one exchange since the beginning of the government (PT): those of Alagoas, Amazonas, Amapá, Federal District, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Maranhão, Pará, Paraíba, Rio de Janeiro, Rondônia and Sao Paulo.
The only superintendence that did not undergo an exchange of command was that of Rio Grande do Sul, the state of origin of the director general.
Traditionally, exchanges of heads of heads in the Federal Police occur in greater volume when a new director general takes office, and therefore are often concentrated in the first months of management. Then there are specific changes.
Andrei made replacements at a higher pace than recent predecessors at the beginning of management and in the subsequent period.
Maurício Leite Valeixo, who took over the director of the Federal Police in the Jair Bolsonaro () government in January 2019, replaced 12 overseers in the first three months and made three more exchanges until he left office in April 2020 amid a crisis caused by the then president over PF.
Andrei has been holding the position since the beginning of the Lula administration and is close to turning two and a half at the post. In the first three months of management, there were 21 exchanges of regional superintendents. Since then, there have been 18 other substitutions in these positions.
Interlocutors of the Director-General state, in reserved, that turnover is not atypical and that substitutions have been motivated by different reasons such as internal restructuring, relocation of functions and personal issues.
The Federal Police were sought but did not speak until the publication of the report.
One of the recent changes occurred in the sector that concentrated the main inquiries involving. Director Rodrigo Morais was nominated for the position of police attachment in London, replaced by Leandro Almada, who was a superintendent in Rio de Janeiro.
At PF since 2008, Almada accumulates experience in investigations and leadership positions. He was responsible for the inquiry into the attempt to obstruct investigations of the murder of the councilwoman and driver Anderson Gomes.
DIP is also the sector responsible for defining the intelligence policy and conducting counter -limiting actions and investigations into. Until 2022, delegates linked to the area were usually driving surveys.
In current management, DIP began to concentrate investigations into higher courts, such as inquiries on digital militias, which include Bolsonaro and allied coup plans, as well as the illegal use of monitoring systems by members of ABIN (Brazilian Intelligence Agency) and the episode in which the Federal Supreme Court) was harassed at Rome airport.

“There is a process, but it lacks objectivity. The candidate must meet the formal requirements to enable himself, but in the end, who is chosen is someone indicated by the Director General,” says Marcus Firme, president of Fenapef (National Federation of Federal Police).
Among the nominees is (European Union Police Agency) in Hague, the Netherlands. Earlier, he held the position of General Coordinator of DIP Contrainating.
The appointment occurred two weeks before Rezende decided to indicate – to express the previous position of the corporation – by businessman Roberto Mantovani Filho, his wife and son -in -law, suspected of harassing Moraes and family in Rome in 2023.
People close to the director general state that today there is more transparency than previously existed and that any police officer who is trained can run for a position without the need for political arrangements.
Another change took place at the International Cooperation Board. -The first Brazilian to assume the position. Instead, he took over the delegate Felipe Tavares Seixas.
The change was seen as positive and of great relevance to Brazil, considering that, in more than a hundred years of existence, Interpol has always had its general secretary occupied by Europeans or Americans.
In regional superintendencies, two chiefs were designated for adidos positions. Rogério Giampaoli, who headed the Superintendence in Sao Paulo, was appointed to Chile. Agnaldo Mendonça Alves, former superintendent in Mato Grosso do Sul, took over the post of attico in Paraguay.
Other changes may occur in the Federal Police. The Director General tries to call the name of the investigation director and (Financial Activities Control Board).
The Central Bank linked, among other functions, the role of producing financial intelligence reports that usually subsidize investigations from the identification of bank movements considered atypical.
The name faces resistance in Congress and among some STF ministers. There is a fear of an excessive influence of PF on an organ that has access to sensitive bank movements.
