Russia told Ukraine in peace negotiations on Monday (6) that he should only agree with the end of the war if Kiev Ceda Territories and accepts limits to the size of his army, according to a memorandum reported by the Russian media.
The terms, formally presented in, highlighted Moscow’s refusal to compromise his longtime war goals, despite the Donald Trump, to end the “blood bath” in Ukraine.
Ukraine has repeatedly rejected Russian conditions, classifying them as equivalent to surrender.
Conflict sides delegations gathered for just one hour since March 2022. They agreed to – focusing on the younger and most serious injuries – and return the bodies of 12,000 dead soldiers.
Turkish President Tayyip Erdogan described the meeting as excellent and said he expected to bring up Russia’s Vladimir Putin and Volodymyr Zelensky from Ukraine for a Turkey meeting with Trump.
But there was no advance in a ceasefire proposal that Ukraine, its European allies and Washington asked Russia to accept.
Moscow states that he seeks one, not a break in the war; Kiev says Putin is not interested in peace.
Trump warned that the United States are ready to abandon their mediation efforts unless both sides show progress towards a deal.
Ukraine Minister of Defense, Rustem Umarov, who headed the Ukrainian delegation, said Kiev – that he elaborated a his own peace script – would analyze the Russian document, which made no immediate comments.
Ukraine proposed to hold more conversations before late June, but believes that only a meeting between Zelensky and Putin can resolve many dissonant issues, Umarov said.
Zelensky said Ukraine had a list of 400 children who claim to have been kidnapped to Russia, but that the Russian delegation has agreed to work to return only 10 of them. Russia maintains that children were taken from war zones for protection.

Published by the Interfax news agency, the Russian memorandum states that a solution to the war requires the International Recognition of Crimea – One- and Another four regions of Ukraine which Moscow claimed as his own territory.

The document reaffirmed Moscow’s requirements that the Ukraine becomes a neutral country – Discarding- and that protects the rights of Russian citizens, make Russian an official language and promulgate a legal prohibition on the glorification of Nazism.
Ukraine classifies the accusation of Nazism of Absurd and denies discrimination against Russian speakers.
Russia also formalized terms for any ceasefire on the way to a peace agreement, presenting two options that seem unfeasible to Ukraine:
- The first option, according to the text, is that Ukraine starts a total military withdrawal from the regions of Luhansk, Donetsk, Zaprizzhia and Kerson. Of these regions, Russia totally controls the first, but has about 70% of the others.
- The second option suggests a package requiring Ukraine to stop military repositioning and accept the suspension of foreign supply of military aid, satellite communications and intelligence. Kiev would also have to suspend martial law and hold presidential and parliamentary elections within 100 days.
The head of the Russian delegation, Vladimir Medinsky, said Moscow also suggested a “specific ceasefire of two to three days in certain front sections” so that the bodies of the dead soldiers can be collected.
According to a script proposal prepared by Ukraine, whose copy was seen by Reuters, Kiev wants restrictions on his military strength after any peace agreement, no international recognition of Russian sovereignty over parts of Ukraine taken by Moscow forces and reparation.
