The negatives were given with different justifications and occurred within the scope of internal procedures to check if Brazil’s arrest warrants were in accordance with the rules stipulated by the rules of Interpol.

The international body was not satisfied with the initial information sent by the Federal Police and, in 2021, sent a request to complement data related to the accusation against the influencer.
“The General Secretariat considers that the description of the criminal activities of Allan Lopes dos Santos is unclear, notably with regard to the charge of money laundering. Thus, to allow the General Secretariat to complete its analysis of the case, we reiterated our request for some additional information,” said Interpol’s leadership in email sent to the PF.
The final decision was communicated by Interpol in December 2022. The international organization said it would not include Allan dos Santos in red diffusion due to lack of information about the crime of washing.
Interpol also decided not to include the name of Oswaldo Eustáquio on its red list. The negative was to another request for Moraes, 2023. The Bolsonarist influencer was arrested months earlier by alleged participation and incitement in the vandalism that occurred in Brasilia on December 12, 2022.

Another setback to Moraes was when he denied it in April the extradition of Eustáquio, the target of two arrest warrants for crimes against democracy and corruption of minors. The Spanish Court also determined that a copy of the decision was sent to Interpol “for the purpose of proceeding.”
In reaction, the Supreme Minister suspended the extradition of a convicted Bulgarian in Spain on the grounds of disrespect for the reciprocity requirement on the Spanish side.
The new focus on Interpol comes at the time Moraes ordered Carla Zambelli’s custody. On Wednesday (4), the minister asked the Federal Police to start the procedures for the inclusion of the parliamentarian’s name on the red list of the international organization.
The procedure for the possible inclusion of the deputy’s name, however, is not automatic. Interpol’s deadlines to evaluate all the documentation received from the Brazilian side may allow Zambelli to make international trips – she is in the United States, but has reported the interest in moving to Italy.
Zambelli was sentenced to ten years in prison by the First Class of the Supreme Court for invading the CNJ (National Council of Justice) systems, with the help of hacker Walter Delgatti, and included arrest warrants and release to cause confusion in the judiciary.
The arrest of the parliamentarian was authorized by Moraes on the grounds that she fled the country to avoid serving the sentence.
The Federal Police gathered all the information related to the conviction of Zambelli on Wednesday and sent the request to include her name to the General Secretariat of Interpol in Lyon, France.
For the first time in history, the international organization is led by a Brazilian: Valdecy Urquiza, Federal Police delegate.
An Interpol Council will be responsible for analyzing the documentation and deciding whether the request to include Zambelli’s name is in accordance with the requirements of the international organization itself.
