The Armed Forces of Brazil will reserve 30% of the vacancies in public tenders for candidates who have called themselves black, brown, indigenous and quilombolas. This new guideline was established by Law No. 15,142, sanctioned by the President on June 3 and published in the Federal Official Gazette on the 4th. The standard applies to all events of the federal public administration, also covering military academies and training courses. The reservation of vacancies will be implemented whenever there are two or more opportunities available and will extend to vacancies that arise during the term of the contest. To ensure the integrity of the process, the law includes mechanisms to verify racial self -declaration, aiming to prevent possible fraud.

With the new legislation, the previous one, Law No. 12,990/2014, which established quotas of 20% only for black and brown persons, was revoked. The executive branch will be responsible for regulating the operational aspects of the law, especially with regard to the inclusion of indigenous and quilombolas. During the sanction ceremony, the Minister of Racial Equality, Anielle Franco, and the Minister of Indigenous Peoples, Sônia Guajajara, emphasized the relevance of the new law for the promotion of the rights of these groups. They stressed the importance of inclusion in spaces that were historically denied to these populations.
