Project seeks to facilitate access of extractivists to rural credit

Presented in the Senate, proposal changes the Forest Code for financial institutions to accept simplified registration

A bill presented by Senator Alan Rick (Union-AC) in April proposes the simplification of proof of Car (Rural Environmental Registry) for extractive populations seeking access to rural credit.

PL 1.6462025 alters the Forest Code to determine that financial institutions will accept the Car in a simplified way – in the collective modality – as a requirement for the granting of financing, such as those of Pronaf (National Family Farming Strengthening Program).

According to the senator, the current bureaucracy has hindered the access of thousands of extractive families to rural credit, since the financial system does not recognize the particularities of the collective register. “The approval of this law will strengthen the autonomy of these populations and will contribute to the promotion of sustainable rural development”, disse Rick.

Although the Forest Code admits exceptions to the requirement of individual CAR – as in extractive reserves, indigenous lands, and Incra projects – these collective modalities have not been recognized by banks, which makes financial support unfeasible to communities that handle shared natural resources.

According to its author, the project seeks to correct this distortion by guaranteeing the legal recognition of the collective registration as a valid instrument for access to credit. For Rick, this will allow extractive communities to invest in their productive activities, ensuring the continuity of sustainable practices and ecological balance in areas of relevant environmental value.

According to the senator, the proposal is also aligned with Pronaf’s objectives, which seeks to foster family farming and sustainable production, especially in regions where biodiversity conservation depends directly on the performance of traditional populations. The project is waiting for referral for analysis in the Senate thematic committees.
