The exemption from agreements will also apply to projects for protection and population management of dogs and cats in municipalities that have adhered to the National Program for Ethical Population Protection and Management of dogs and cats, implemented by the federal government. The inspection will be up to local control bodies, in addition to federal agencies.

For this, the new standard changes the law that created FNMA () to add, among its priority purposes:

Until then, the FNMA prioritized only environmental conservation units, research and technological development, environmental education, forest management, environmental control and institutional development.

Alckmin vetoed a section that would exempt federal taxes (IRPJ, CSLL and PIS/COFINS) the Rio Doce Fund, created in 2025 to compensate the damage caused in 2015 by the rupture of the Fundão Dam in the city of Mariana (MG).

The fund has already received R $ 6.5 billion to finance works (such as dikes, channels, protection systems and drainage) in Rio Grande do Sul, hit by floods by 2024.

A Management Committee will define criteria and plans to apply money, both for the funds brought to help Rio Grande do Sul and for others that may be placed in the background, due to other situations of calamity in the country. The money can also be used to support infrastructure ventures related to mitigation and adaptation to climate change.

The exemption from international agreement to hire crew in other countries is now permanent to work on airplanes in Brazil, in the case of fire fighting or emergency performance.

For this, the text changes the Brazilian Aeronautics Code. The provisional measure that predicted the ease has already lost its effectiveness and was originally edited to assist in fighting fires in the Pantanal, when the federal government found the insufficiency of large specialized aircraft in the country.

Brigade members

In addition, the law resumes the reduction of the minimum interval for brigade reward in fire fighting: the 2 -year deadline is reduced to 3 months. The measure has already been in force from July to November 2024, when, during the rise of forest fires, Ibama and the Chico Mendes Institute were prevented from rehiring about 600 brigade members because of the previous rule.
