In December, the then mayor, Arthur Lira (PP-AL), was honored by parliamentarians of broad political spectrum by the four-year management at the head of the house. At the time, he said he would come back happily to the “Factory floor.” The argument was that it was well being just “one more” deputy.
Almost seven months later, the metaphor aged badly. Lira continues to give letters to government members, advises her successor, Hugo Motta (Republicans-PB), and dictates the position of a considerable part of colleagues on important topics.
In Alagoas, his electoral stronghold, however, the reality is different. The deputy is difficult to articulate with allies and secure the long -awaited vacancy to the Senate. In recent months, the mayor of Maceió, João Henrique Caldas (PL), of whom Lira is a friend, rehearsed an approximation with the deputy’s main opponent, Senator Renan Calheiros (MDB-AL). The political fact can threaten the composition of a competitive stage in 2026.

While trying to solve “home” problems, Lira continues to participate in the directions of the House. In addition to reporting the project that creates new bases for income tax discount, the parliamentarian was decisive at various times, according to leaders, because he is close to Motta. In the house, he is far from being a character of the so -called “low clergy”, as he keeps the status, according to allies, of a person who “gives orders.”
Wanted, Lira and Motta did not want to speak up. Despite always mentioning Motta’s autonomy, Lira still makes shadow. An example of this occurred last month, when the current mayor guided an application that suspended part of the process that runs in the Supreme Court (STF) against Deputy Alexandre Ramagem (PL-RJ) for participation in the coup plot.
Insecurity in Alagoas
Amid the pressures of deputies for Motta to defend Parliament, Lira would have told her successor that a mayor should live between governing interests and also the opposition, but without forgetting the defense of the house, as reported by columnist Lauro Jardim.

When the first class of the court invalidated part of the deputies’ decision, Lira once again intervened with Motta and requested a firm positioning. Lira has alerted Motta, according to allies, that the amnesty project convicted of the January 8 attacks cannot be an “bouncing ball” and must have an intermediate text as soon as possible to curb opposition pressures.
In Alagoas, Lira tries to overcome the difficulties. JHC, reelected to Maceió City Hall in the first round in last year’s elections, gave up having a vice nominated by Lira. With good approval in the capital, the mayor feared being “stuck” to the chair if he made up with one nominated by the then mayor.
Even without making the nomination, Lira supported him in the victorious campaign of Maceió, hoping to receive support for the Senate next year. In Lira’s plans, JHC would be a candidate for the government or would stay at the post.

With the proximity of JHC with Renan, what is drawn today is another panorama, in which the mayor of Maceió can support the candidacy of the Minister of Transport, Renan Filho (MDB), to the government, and launch the Senate in a double with the patriarch of Calheiros.
Lira, in this case, would have difficulty mobilizing support, as the emedebists maintain the control of 69 of the 102 municipalities Alagoas.
Signs of JHC alignment with the Calheiros raised the tension with lyre. During the BR-416 paving works ceremony in March, Renan Filho listed those made by Alagoas alongside Senator Eudócia Caldas, the mayor’s mother. The minister publicly thanked the collaboration of the municipal executive.

The nomination of JHC’s aunt to the Superior Court of Justice (STJ), prosecutor Marluce Caldas, also aggravated the situation. The mayor of Maceió hoped that Lira would take charge of the negotiations with the federal government in October last year, while still holding the chairman of the House, which did not happen.

Amid the articulations of Lira and Calheiros, JHC can still change the PL, party of Jair Bolsonaro, for which he reelected the PSB in the coming months, which would bring him even closer to the government base and the Calheiros family.
