In his first meeting with (PL) since he had signed a award-winning collaboration agreement, Lieutenant Colonel confirmed to the (Supreme Court) on Monday (9) that the former president and allies debated ways to reverse the result of the dispute they elected (PT) in 2022.
The military spoke for just over four hours, and the main points of his testimony that imply Bolsonaro are the edition of the draft decree that would promote a coup and the call of the heads of the Armed Forces to discuss the measures.
Cid repeated details of the presentation of one and the changes made by the former president to adapt the document to the intentions of the group that occupied the Planalto Palace.
The defendants’ defenses, however, explored the lack of precision on dates and meetings to argue that the military’s lines should not be considered true without the presentation of evidence.
According to Cid, the coup decree had two parts. The first described, in ten pages, what Bolsonaro’s political group understood as interference from the Supreme Court and the TSE (Superior Electoral Court) in the former president’s government.
The second part described the actions that would be taken by the president – the decree of the state of defense, the arrest of authorities and the creation of an Electoral Council to organize new elections.
“He wiped the decree,” Cid told the minister, “removing the authorities from arrests only you would be arrested.”
Lieutenant Colonel told the Supreme Court that Bolsonaro was pressuring Defense Minister, General Paulo Sérgio Nogueira, to include suspicions of fraud in the Armed Forces report on the supervision of the electoral process delivered to the TSE.
“The most technical conclusion of the military who were on the commission said that no fraud was found. President Bolsonaro did not want it, perhaps included the complaints that were raised. Something to give a connotation that there was fraud in the elections,” he said.
According to the military, Paulo Sérgio decided to present a middle ground in his report, concluding that no fraud was identified, but that it was not possible to audit the electronic voting system.
Cid also pointed out that Bolsonaro did not want to demobilize the scammer camps in front of the barracks around the country. “The president gave the following answer: ‘It was not me who called them here, it is not me who will send them away,'” he said.
The complaint of the PGR (Attorney General of the Republic) says that the criminal group that tried to give a coup d’état encouraged the maintenance of camps to “continue the feeling of suspicion and popular nonconformity.”
Cid arrived at the Supreme half an hour before the testimonial session began. He greeted Bolsonaro and contained the graders Augusto Heleno and Paulo Sérgio.
The military was concerned about maintaining his award -winning collaboration agreement with the Federal Police. As Minister Luiz Fux signaled in the judgment of the receipt of the complaint, Cid’s denunciation is at risk even with the lawsuit of the coup plot near its final phase.
Asked by Moraes, Fux and Attorney General Paulo Gonet, Cid said he maintained everything he said to the Federal Police.
He said he gave 12 testimonials during the investigation because, in many cases, there was more than one questions session a day; In other cases, PF wanted to confirm some information that came up with the advancement of the investigation.
The defenses of Bolsonaro and former Minister Braga Netto, however, took advantage of some inaccuracies and the oblivion of CID to point out omissions and changes of versions in the testimonies.
Lawyer Celso Vilardi, defender of the former president, presented an audio sent in November 2022 by Mauro Cid to an unidentified interlocutor who talked about Bolsonaro having met with allied entrepreneurs, such as Meyer Nigri and Luciano Hang, to say that he would not advance with scammer proposals-minutes before, Cid said he did not know about such a meeting.
José Luis Oliveira Lima, Braga Netto’s lawyer, also asked for more details from Cid about the general having delivered cash in a box of wine to finance the scammers.
Cid said he didn’t remember the day, the time or the place at the Dawn Palace that had received the money. He just remembered that he put the box near his table in the office.

The defendants of the coup plot will continue to testify during the week. Mauro Cid was the first to speak, being a collaborator of the investigation, and Alexandre Ramagem (former director of ABIN) was also questioned on the first day.
