In testimony on Monday (9) in the Supreme Federal Court), former Assistant of Orders of (PL), tried to minimize the existence of actions for a democratic rupture in the previous government, despite having at the end of 2022.
On the one hand, Cid reaffirmed facts reported in his denunciation, something fundamental, according to lawyers, to ensure the benefits of the collaboration agreement signed with the (Attorney General’s Office).
On the other hand, he sought to take the weight of these facts by emphasizing informal actions instead of planned. In the interpretation of experts heard by SheetHe repeated, when possible, the former president’s “bulkhead” function, an expression used by himself to describe his position as an order helper.
Cid spoke of “bravata” of military who discussed the possibility of a democratic rupture for messenger services and compared meetings to “bar conversations”. The military said that, knowing the personality of uniformed colleagues, “I knew it was just someone who kept complaining about WhatsApp.”
For example, he compared the military’s performance to that of a soccer striker who, losing a penalty, says “this guy has to die”, implying that it was spoken against democracy without real intention to put the measures into practice.
The interrogation took place on the first day when the Supreme began to hear the eight accused of integrating the main core of the coup plot. In addition to Cid and Bolsonaro, they are defendants in this part of the case, and former chief of the Navy, former Justice Minister, former Defense Minister, and former Minister of and Defense.
All eight respond on the charges of the crimes of coup, attempted abolition of the Democratic Rule of Law, armed criminal association, damage qualified to public heritage and deterioration of listed assets.
In the interrogation, Cid confirmed the voluntarism of his denunciation and, despite implying Bolsonaro in the draft, sought to bind the scammer camps more to the military and former Minister Walter Braga Netto, who has been pre-trial since December 2024.
The military repeatedly highlighted what he called the informality of the meetings of military that discussed the possibility of coup. The minister even drawn attention to the fact, citing the term “recreational conversation of military intervention”, signaling Cid’s attempt to minimize the facts.
According to Ricardo Yamin, a doctor of law from PUC-SP, when talking about “Bravata” Cid tries to reduce military meetings discussing blow to encounters of “barbecue”, comparison made by the whistleblower.
“You will never be able to consider it like bravado, joke or fun high -ranked military personnel sit down to talk after a frustrated election and with people camped in front of the barracks, about military intervention. This will never be bravado,” says Yamin.
According to the expert, Lieutenant Colonel’s attempt to reduce the severity of the conversation between the military does not tend to bring legal implication, since the STF will analyze the entire context about the severity of the facts.
Danilo Pereira Lima, Professor of Constitutional Law and Coordinator of the Claretian Law Course of Batatais, states that the treatment of scammer meetings such as “Bravata” should add to Bolsonaro’s strategy to misrepresent the constitutional use of measures such as the defense and site activation.
“Then, probably Bolsonaro will argue that everything that appeared and was discussed at a meeting in the draft was based on the Constitution,” he says.
Criminal lawyer Ana Carolina Barranquera, a specialist in law and criminal proceedings, understands that Cid tried to corroborate, with the informality thesis of the meetings, the idea that “the coup did not leave the paper.”
“By bringing this narrative he does not deny that Bolsonaro has participated in discussions, but brings the thesis that there was no beginning of execution. In fact, it is a way of trying to protect itself, protect Bolsonaro and ensure the legality of the denunciation,” he says.
In the statement, Cid confirmed to Moraes that all his allegations were voluntary, made with the presence of lawyers and without illegal pressures.
About the veracity of the PGR accusation, he said he witnessed “most of the facts,” but did not participate in them.
Before being questioned, generals Augusto Heleno and Paulo Sérgio Nogueira, former government ministers of the Jair Bolsonaro government who respond to the accusation of crimes against democracy, and greeted the former president, who was attending the Supreme Court.
The military stated that Bolsonaro was aware of a coup draft, which he wiped to take authorities from the forecast of arrest, except for Moraes. He also said that Bolsonaro pressured General Paulo Sérgio Nogueira, former Minister of Defense, to produce a report that confirms fraud at the ballot box, even without evidence.
