Resources follow geographic criteria with 70% to the north, northeast and midwest; Rio and Sao Paulo are left out of the announcement
The Ministry of Culture (MinC) announced on Monday (9. Jun.2025) the regional arrangement notice, which will distribute R $ 300 million for audiovisual production in the country. The announcement took place in Recife during the opening of the Cine Pe.
The resources follow geographic criteria:
- 70% (R $ 210 million): North, Northeast and Midwest;
- 30% (R $ 90 million): South, Minas Gerais and Espírito Santo;
- Rio de Janeiro and Sao Paulo: They have already received R $ 100 million each, according to the FSA (Sectorial Fund Management Committee of the Audiovisual), and are left out.
According to MinC, the measure wants to decentralize resources that focus on the Rio-São Paulo axis, but maintains bureaucratic structure that can make it difficult to access smaller producers.
The Minister of Culture, Margareth Menezes, said that audiovisual is not a symbolic matter, but a sector that generates employment and income.
According to her, other countries invest in culture and are therefore admired internationally – while Brazil still does not give the sector the opportunity.
“Cinema is a difficult art, an expensive art, but it is an art that brings us many glory. (…) This brings return to the country“He said.
How the announcement works
Each state can access up to R $ 30 million. The FSA complements local investment with 4x or 5x multipliers, depending on the region.
Only state and municipal public agencies (secretariats, foundations, municipalities) can participate. For municipalities, only capitals or cities that have already accessed resources between 2014 and 2018.
Private companies, meis and associations are out.
Federal money only arrives after the local entity proves the total execution of its counterpart. FSA resources must be exclusively for the production of works or commercialization of feature films.
The rules of the announcement are:
- 50% for projects coordinated by cis women or trans people;
- 25% for companies with majority of blacks, indigenous or PCDs;
- Of the latter percentage, 15% necessarily for companies with a black majority.
Registration for June 16 to August 18, 2025. A technical workshop will be held on June 10 in Recife to clarify rules.
Uptake
The measure of MinC occurs at a time of growth in the capture of cultural resources in the country. The Rouanet Law in the first 5 months of 2025, reaching R $ 528.8 million.
The Lula administration has increased the limits of law authorization each year, with projects approved by 2023 growing 362% over the previous period.
And Sao Paulo and Rio de Janeiro still concentrate 58% of all Rouanet resources.
