The mayor, (-PB), complained of a new order from the minister, (Supreme Federal Court), on parliamentary amendments in call to the minister (Secretariat of Institutional Relations) on the morning of Tuesday (10).

In the order, in the context of action that deals with parliamentary amendments, Dino demands information from the government and the resources that congressmen would have directed within the discretionary money of the Executive of the Ministry of Health – and not through the amendments officially reserved for the Legislature.

Parliamentarians heard by the report say that the order increases the dissatisfaction of deputies and senators with the Supreme Court and the Executive, as part of them claims to see participation by members of the Federal Government in these decisions of the minister.

The situation was the subject of conversation between Centrão and PT leaders with Motta on Tuesday afternoon. According to reports, the dissatisfaction of parliamentarians generates a risk of paralysis in the processing of federal government’s interests of interest in the House plenary, notably the provisional measure that the government intends to have compensation for the decrease of the increase in.

The MP must be published in the Official Gazette of the Union of Wednesday. Governors argue that it be sent as fast as possible, even if changes are made in Congress.

Centrão party leaders are complaining about the solutions presented by Finance Minister Fernando Haddad, in a meeting with parliamentarians last Sunday. They cite, for example, BETS tax increases, and different tax rates for fintechs and banks.

There are, on another front, complaints about the end of income tax exemption on LCAs and LCIs, letters of agricultural and real estate credit, respectively. The parliamentarians also say that Haddad’s initial measure was not previously talked to Parliament, and brought wear to the basis of deputies.

If Congress chooses paralysis on government guidelines, it will also be a way to use the executive to press Dino without generating wear with the Supreme with anti-STF guidelines.

Sought, the SRI (Secretariat of Institutional Relations) does not confirm the connection. Motta, via the press office, said he won’t comment.

The magistrate’s decision occurs at a time when this year in the release of amendments. So far, only R $ 61 million of the R $ 50.4 billion scheduled for the year have been committed (the term refers to the first phase of budget execution, when it reserves funds for that expense).

They also say that there is great pressure from the mayors for the release of these resources.

In addition, the assessment in Congress is that the relationship with the Supreme is in a fragile situation and comes in a growing noise – algo that see as interference in the legislature.

Governors, however, deny any influence on the minister’s decisions and say that the delay in the payment of amendments, considered atypical this year, occurred because of the Congress himself, who did not approve the budget law in December and only completed the vote in March.

A meeting that was scheduled to take place among the government leader in the House, José Guimarães (-CE), vice-leaders of the government and the executive secretary of the Ministry of Finance, Dario Durigan, on Tuesday morning to have to be postponed on time, on the grounds that Guimarães would find Gleisi and Motta in the Planalto Palace.

The meeting however did not occur. Gleisi and Guimarães participated in a meeting at the Alvorada Palace called by the President (PT).
