Motta says that Zambelli’s loss of mandate goes to plenary – 10/06/2025 – Power

The mayor, (-PB), changed his mind on Tuesday (10) and decided to send to the plenary the analysis of the loss of mandate of the deputy (PL-SP), in a victory of the opposition.

The day before, in Sao Paulo, Motta had said that he had nothing to do about the case of the parliamentarian, who is on the run from Justice in Italy with the arrest warrant of the (Federal Supreme Court). He said the loss of mandate would be made by determination of the Chamber table and was criticized.

Now Motta has admitted what he called “precipitation” on his part and changed the way he cope with the case, which in practice will guarantee more time for the deputy.

“Regarding the fulfillment of the decision about the warrant of Deputy Carla Zambelli, I will give regimental compliance. We will notify that she can defend herself, and the final word will be from the Plenary. What we will do, comply with the decision,” Motta said during a plenary session on Tuesday. He was applauded by the opposition right now.

“I think there was confusion, precipitation of my assessment. Decision could be fulfilled by the table or plenary. The plenary is the one who has legitimacy of this house, is the plenary that decides where this house goes and it is sovereign, is above any of us,” he added.

Motta responded to a provocation by Deputy André Fernandes (PL-CE), who said he had been deceived by the mayor. He mentioned promise that the project that grants amnesty to the prisoners of the January 8 coup attacks was voted. It also classified as “Unfortunate Declaration” what Motta said the day before Zambelli.

“I leave here my differences with Carla Zambelli, and no one here is saying what she did or failed to do, but is a federal deputy in office and, following article 55 of the Federal Constitution and following our internal regiment, this house should deliberate on loss of mandate,” he said.

In responding to the parliamentarian, Motta also said that he did not change his mind because of the deputy’s speech. But from what he understood that it was a “confusion” on his part.

Deputy João Zambelli’s son was in the plenary at the moment Motta announced the new understanding.

Although Zambelli has been abandoned by much of former President Jair Bolsonaro (PL) allies, her case is quoted by pockets as another initiative to reinforce the autonomy of the legislature amidst the STF clashes.

On Tuesday, Motta complained about a new order from the minister about parliamentary amendments in call to the minister (Secretariat of Institutional Relations).

In the order, Dino demands information from the government and the resources that congressmen would have directed within the discretionary money of the Executive of the Ministry of Health – not through the amendments officially reserved to the legislature.

Parliamentarians heard by the report say that the order increases the dissatisfaction of deputies and senators with the Supreme Court and the Executive, as part of them claims to see participation by members of the Federal Government in these decisions of the minister.
