In Slovakia, the state lacks a clearly defined strategy for the sustainable development of the country that can respond to current challenges. In order to be successful, it needs legislative certainty and predictability. As part of the discussion Green Vision for Slovakia organized by the Slovak Climate Initiative (SKI), they agreed on it Chairman of the Supreme Audit Office (SAO) SR Ľubomír Andrassy, Vice President of the Association of Industrial Associations and Transport (APDA) Ján Biznár and analyst of Slovenská sporiteľňa Matej Horňák.

“The basic prerequisite for the strategy to be implemented and to be successful must be a sustainable and predictable environment and legislative certainty must be,” evaluated in the discussion Andrassy. According to him, an example of unpredictable legislation is the introduction of a transaction tax.

He recalled that the worst for the strategy is distrust. “We change chaotically one goal for another, and often we have a very nicely verbally described in the strategies, but we do not have measurable indicators,” He said Andrassy. The debaters assessed that the country lacks a leader in the preparation of the strategy and there is resortism.

According to analyst Matej Horňák Slovakia lacks a vision where he sees in several years. “We need to agree on where we want to be about the 25, 30, 50 years. Because in one strategy we want it, in the second it, in the third, according to which ministry does it, each has some own opinion how to deal with the topic. Horňák said.

One of the areas of strategic planning is also healthy public finances that the state is currently trying to heal by consolidation. This is mainly focused on the revenue part of the budget in the first year. According to Ján Biznár from APD in Slovakia, the currently government depression and entrepreneurs are leaving the country.

According to him, there is almost no support for the business environment. He recalled that, as an association, they did not agree with such consolidation and perceive that consolidation is more on the income side and does not save expenses. According to Andrassy, consolidation in the income part of the budget has already reached the edge and it is necessary to look for a way to save on state spending.
