The government limited the period of sick pay granted by documentary analysis, the so-called atestmed, 30 days in the provisional measure (MP) published on Wednesday to partially replace the increase in the tax on financial operations (IOF). Until then, the maximum period was 180 days.
According to the MP, if the period of one month is surpassed, the benefits will be subject to face -to -face expertise or with the use of telemedicine. The document also says that the deadlines can be differentiated based on the type of insured from the General Social Security regime, respecting the 30 -day period.
“The expected period of duration may be exceptionalized by act of the Federal Executive Power, justified and for a fixed period.”
Last year, the Ministry of Social Security had already advanced that it wanted to make cutouts within the maximum concession period via atestmed.
Atestmed is an INSS system that allows the insured to request the temporary disability benefit (former sickness allowance) through a document analysis, without the need for a face-to-face medical expertise. It was created in 2024 to streamline the benefit granting process and reduce waiting time in the INSS line and is one of the mechanisms that the government tells you to do a comb in social security spending.
In addition to changing atestmed, the MP states that the financial compensation between RGPS and the pension regimes of the Union, states and municipalities will be limited to the budget allocation for this expense on the date of the budget sanction.

Insurance
The government took advantage of the edition of the Provisional Measure also to restrict access to insurance, paid to artisanal fishermen. The main change is that this type of expense is no longer mandatory, depending on budget allocation. Bolsa Familia already follows this system.
The MP transfers to the municipalities where the fisherman lives the issuance the registration of professional artisanal fisherman. This is currently an assignment of the Ministry of Fisheries. The approval of the document is a mandatory requirement for granting the benefit.
The pace of growth in insurance expense is one of the concerns of Finance Minister Fernando Haddad. Of the amount budgeted for this year of R $ 6.4 billion, R $ 5.6 billion have already been spent. In 2024, R $ 5.8 billion were disbursed and in 2023, R $ 4.9 billion.

Sick
The government has spent spending on the Pé-de-Step program as one of the investments eligible for the minimum constitutional health investment in the MP. The program grants scholarships and savings for high school students.
In practice, the measure resolves a government pending with the Federal Court of Audit (TCU), which in February had given a 120 -day period for the program to go to the budget. Until then, he was paid with funds from the Operations Guarantee Fund (FGO) and the Educational Credit Operations Fund (FGEDUC).
By placing the expense within the minimum of education, the government saves budget space, consuming the appeal that is already obligatorily passed on to the area. Constitutionally, the education floor should receive 18% of net tax revenue from the Union.
