The (Legislative Assembly of São Paulo) unanimously approved the bill that seeks to simplify the bureaucracy for partnerships between the government and third sector entities. The proposal, authored by state deputy Ana Carolina Serra (Citizenship-SP), awaits sanction of the governor (Republicans). The text establishes a single expiration date – 180 days – for all certificates required in the formalization of agreements with the state government.
Today, the multiplicity of deadlines generates difficulties for entities, which often lose the opportunity to establish or renew partnerships because they cannot keep all documents updated simultaneously. For Ana Carolina, the measure reduces costs and avoids loss of time, as well as contributing to the continuity of services provided by organizations that act directly on social reception. “When the entity can catch up on time, another has already won. It is necessary to simplify processes to ensure dignity to those who need it most,” he said.
The project came from demands presented by third sector representatives during the 2022 election campaign. Subsequently, it was prioritized by the Parliamentary Front to Combat Vulnerabilities, coordinated by the deputy herself. According to the parliamentarian, the new rule should improve the efficiency in the release of resources and ensure the continuity of services offered to the population, especially in areas where the public power faces difficulties in action.
