The president of, (-PB), decided to guide an urgent request to the Legislative Decree project that sustains the new IOF decree (Tax on Financial Operations) published on Wednesday night (11) by President Lula (PT).
Voting is expected to take place at a session on Monday. For the urgency to be approved, the favorable vote of 257 of the 513 deputies is required. With this, the project can be analyzed directly in the plenary, without having to go through the commissions (rite that would be much longer).
The decision occurred after the request of the opposition leader, Deputy Luciano Zucco (PL-RS), to receive the support of parties from the government combined with the Government, such as União Brasil, PP, Somos and Republicans of the Mayor, as well as formally opposition acronyms, such as PL and Novo. These subtitles command five ministries in the government.
In addition to the leftist parties, only PSD and MDB asked for more time to analyze the issue. For now, the decision is to guide only the request for urgency, in a message to the government of dissatisfaction with the tax increase measures.
The vote should occur even with the agreement signed on Sunday night between Finance Minister Fernando Haddad and party leaders, along with Motta and Senate President David Alcolumbre (União Brasil-AP), to be sent in an MP (provisional measure).
A new IOF decree was published along with this MP, with lower rates than the first, but still high in taxes.
The fixed IOF tax rate applicable to credit to the legal entity, for example, will be 0.38%again, after being increased to 0.95%.
The tax on the credit operation known as the drawee risk will no longer have a fixed rate, only the daily rate of 0.0082% (before the government decree last month there was no IOF charges in these operations).
There was also a change in the limit of tax incidence in the VGBL Private Pension Plans (free benefit generator). The IOF incidence limit will rise from R $ 50 thousand per month to R $ 600 thousand from 2026 (until 2025, will be charged tax on the amount that exceeds R $ 300 thousand in the same insurer).
