Ulysses adopts legislative package to defend rural producers from Acre and brake Ibama abuse

Federal Deputy Colonel Ulysses (Union-AC) presented on Wednesday (11) a set of robust legislative measures to protect Acre’s rural producers against what he considers abusive sanctions applied by environmental agencies of the federal government. In all, three propositions were filed: an application for calling from Minister Marina Silva, a project of Legislative Decree (PDL) to stop the effects of normative acts of IBAMA and ICMBio, and a bill (PL) that provides amnesty to producers imposed by environmental embargoes imposed automatically and disproportionately in the state.

According to Ulysses, the administrative acts in force have been causing serious impacts on rural activity in Acre, even affecting small producers, settlers and agro -extractive communities. “We are facing measures that violate constitutional principles such as the contradictory, the broad defense and social function of rural property. We cannot accept that producers are massive penalized, without even having the opportunity to defend themselves,” said the parliamentarian.

Ulysses’ movement was strategic and involved articulation behind the scenes of Congress. The deputy also requested on Wednesday (11) formally his entry as a full member of the Chamber Agriculture Commission-space where he intends to accelerate the processing of the propositions. The day before the protocol, he was also met with representatives of the Parliamentary Front of Agriculture (FPA), where he sought political support to expand the base of support of the measures.

The three projects presented aim to interrupt collective sanctions and restore legal certainty for producers. The PDL sustains the effects of IBAMA Normative Instruction No. 8/2024, IBAMA Normative Instruction No. 15/2023 and IBAMA Ordinance No. 130/2023, as well as other internal acts that embarked rural properties without individualized analysis. Already the bill filed proposes amnesty to the penalties applied based on these acts, recognizing the damage caused by measures that, according to the deputy, extrapolated the legal limits. The request for the convening of the Minister of the Environment intends to charge the government’s formal explanations of the policy adopted in recent months.

At the request of Ulysses, all propositions were also signed as co-author by Federal Deputy Rodolfo Nogueira (PL-MS), chairman of the House Agriculture Commission, strengthening the legitimacy of initiatives and ensuring direct support from the leadership of the agro sector in the house.

“I am using all the legislative instruments within my reach. This is a struggle for the dignity of those who work on Earth and support our economy. We will not allow Acre to be the target of authoritarian and disproportionate actions transposed of environmental defense,” said the deputy.
