From time to time, every company needs some extra money, either to invest in the activity, to maintain or reform facilities, or even to give the cashier breath when sales are not going to be expected. In this context, the Pronampe It emerges as an alternative to financially supporting small and medium enterprises, with different rates and deadlines and less bureaucratic analysis than traditional loans.

Those who have a business of their own know the importance of having access to credit. Even if there is no immediate need, knowing where to seek resources when you need to give more peace of mind to deal with the challenges of entrepreneurship.

What is PRONAMPE?

Pronampe (National Program for National Support for Microenterprises and Small Enterprises) is a federal government program that aims to support small business development.

It was created in 2020 during the COVID-19 pandemic. At that time, many small ventures have been difficult, or even closed their doors for inability to keep one.

O Pronampe focus is to finance projects, improvements and other aspects that refer exclusively to the company’s end activity. In this context, the program’s scope is left to pay dividends to the partners. That is, the entrepreneur cannot take program resources for his personal budget.

How does Pronampe work?

PRONAMPE’s funds are of financial institutions (public and private) authorized to participate in the program.

The values that these institutions lend to micro and small companies have the protection of the Operations Guarantee Fund (FGO), a guarantee fund with the participation of the Union. This means that if default, FGO covers up to 85% of the amounts due, which allows the collection of lower fees by banks that operate the program.

See now other specifics of PRONAMPE.

Target audience

The program is available to the following public:

  • Microenterprises, with annual revenues up to R $ 360 thousand;
  • Small companies, with annual revenues up to R $ 4.8 million;
  • with annual revenues up to R $ 81 thousand.

Loan amount

According to the current rules, the limit of PRONAMPE is up to 30% of the gross revenue of the company of the year prior to the hiring, up to the amount of R $ 150 thousand.

As Morvan Meirelles Costa Junior explains, from Meirelles Costa Advogados, the credit ceiling will observe the revenue limits of the respective legal type.

“For framing such as MEI, the entrepreneur must earn up to R $ 81 thousand per year, which results in the limit of R $ 24,300 for Pronampe. In the case of ME, the maximum revenues should be up to R $ 360 thousand, which corresponds to a limit of R $ 108 thousand for this category,” says the lawyer.

If the company has less than one year of operation, the loan limit will be up to 50% of its share capital or up to 30% twice the average monthly gross revenue since the beginning of its activities. The percentage to be applied will be the most advantageous for the entrepreneur, according to Cristiana Molineiro, from Gaia Silva Gaede Advogados.

The lawyer also draws attention to a benefit that the law offers to companies eligible to the program they have received from the executive the “employment + woman” or who have majority members or women’s administrators.

Interest rate

By the general rule of the program, the interest rate is Selic plus up to 6% per year.

However, as Morvan Meirelles alert, the nominal rate may have minor variations between banks. Everything will depend on the spread each decides to apply. A bank can offer Selic + 6% per year, while in another, the annual fixed percentage can be 5% or 5.5%, for example.

According to the lawyer, another important factor to consider – and one of the most important in credit operations – is the total effective cost (CET). In addition to interest, CET contemplates all charges, tariffs, insurance and other costs that can be charged.

“In each bank, the final CET may be different due to the cost collection policy such as the Credit Opening Fee (TAC), the provisional insurance and others. Therefore, the recommendation is always to compare the CET between different institutions before closing the contract,” says Meirelles.

Term

The program foresees a maximum period of 72 months for payment, with a grace period to start paying the installments. Both deadlines (grace and total) depend on the credit policy of each financial institution.

Can Liberal Professionals also do Pronampe?

Yes, Liberal Professionals can also have access to PRONAMPE, as long as they have a formalized CNPJ. Another premise is not having a corporate interest in any company or employment of any kind.

For liberal professionals, the amount of the credit line is up to 50% of the worker’s annual income, limited to $ 100,000, according to Cristiana Molinheiro.

Advantages of PRONAMPE

Among the advantages that the program offers to small businesses, we can highlight:

  • Reduced interest: Most traditional loans for micro and small businesses cost more than Selic + 6% per year.
  • Extended deadline: The longest period (up to 72 months) and the shortage for the start of payments is more breathtaking to the company’s financial flow.
  • Federal Government Guarantee: As FGO offers coverage of up to 85% of credit in the event of default, access to the line is easier for companies that have less assets to guarantee.
  • Credit flexibility: As we have seen, PRONAMPE can be used for various purposes other than the distribution of earnings.

Pronampe disadvantages

On the other hand, the sport has some limitations, such as:

  • Credit Limit: The ceiling of R $ 150 thousand or 30% of annual gross revenues may not be sufficient for projects of certain companies.
  • Obligation to maintain jobs: The company that has adhered to PRONAMPE needs to maintain the number of employees for at least 60 days after receiving the credit. In times of discouraging the economy, this can be a challenge for some enterprises.

How to do Pronampe? Step by step

  1. The first step is to access, fill in the company’s representative login and password and click “Pronampe.”
  2. Soon after, select “Authorize data sharing” and then “new data sharing authorization”.
  3. In the gray board, click “Company Billing Information”, enter the CNPJ and select the 2025 calendar year.
  4. In the next option, choose the deadline for which you want to give access to your information and select the financial institution you have chosen to share your data.
  5. Finally, click “authorize” to effect your data sharing and finish the process on the portal.

After that, the request will be analyzed by the financial institution, and it is important to remember that each has its own credit grant criteria. Document pending, registration restrictions and other irregularities may impact Pronampe’s approval.

What happens if the company does not pay Pronampe?

If the company is in default, FGO covers up to 85% of the delay value. But the credit taker continues with the obligation to settle it, as the financial institution that granted the line continues to charge in its own name. As the amounts are paid, the recovered funds return to the bottom.

As for debt renegotiation, there is no unique rule for all cases, as Morvan Meirelles notes.

“Law 14,995/2024, for example, authorizes the renegotiation of default installments of Pronampe, but this is a general guideline. Banks must renegotiate similarly to what they use for other credits, which may include discount granting,” he says.

According to the lawyer, it is important for default companies to maintain proactive communication with financial institutions. This way you can understand your renegotiation options and seek the best solutions for your financial health.
