Flexible labor law

With the intention to “value work and employment and combat poverty”the executive also establishes other measures, providing, namely advancing with a provision of incentive to work.
The purpose of this provision is to allow “the accumulation of income from work with social support”, in order to encourage “active participation in the labor market”.
Six measures related to the valorization of the labor market is the revision of the social protection regime in the event of unemployment, “in order to make it fairer and more transparent, encouraging the rapid reentry in the labor market.”
Review the Health Bases Law
The government intends Review the Health Bases Law and pass a new means of the means for the NHS, claiming that these legislative changes are fundamental to Ensure the sustainability of the Portuguese health systemto “reinforce the Portuguese health system, assuming a transformation in its fundamental pillars: care organization, human resources and financing”.

The government also intends in this new term to launch New Public-Private Partnerships (PPP) For health facilities that “gather criteria to ensure a better care response” in a private management model of public services in the NHS.
To increase the efficiency in the sector, the document advocates the convergence to a model of greater autonomy of public hospitalsincluding human resources management, investment plans, exploring the flexibility of public hiring.
The executive intends to transform the shared services of the Ministry of Health (SPMS) in the National Digital Agency in Healthas well as creating a motivation plan for professionals.
For this, it is foreseen in the document to address the professional orders and the associations representing the retention of paintings Doctors, nurses and other health professionals in the Portuguese health system.
Create a SNS Fraud Combat Unit“Thus assuming the need to ensure that public money are not improperly used, with the damage of all citizens,” is another of the expected measures.
The Ministry is also proposed to define, in the most needy areas of the country, a new set of incentives for attracting and fixing health professionalsin articulation with local authorities.
EXTINCTION OF GENERAL SECRETARIES
The government will advance with a reorganization that goes through the extinction of sectoral general secretariats, duplicated structures and fusion of entities, to obtain a “Net Reduction” of the Entities of the State’s Direct Administration.
According to the State Program State Reform chapter, the Executive wants to complete “the reform of the Government Center and Summit of the State Administration”, through the “extinction of sectoral secretariats, appreciation of specialization in legal functions and planning and evaluation of public policies”.
The executive also intends to “rearrange functions and extinguish duplicate structures, observatories and redundant working groups”, with their review of associated expense, and evaluate “organizational rationality throughout the public administration”.
According to the government program, the Executive will “create the figure of the Public Administration Information Systems Director (or Cio Chief Information Officer), responsible for leading a unified digital strategy between sectors of public administration ”, with the objective of overcoming“ the current fragmentation and concentrating the resources today, with financial and efficiency gains ”.
There will also be a “gradual displacement process of various central services of the State Central Administration to other regions of the national territory outside the capital” with priority “to those whose activity or resources have greater affinity with the territory”.
The document also provides that a single entity is created, through the fusion and Dgaep (Directorate-General for Administration and Public Employment), When (National Institute of Administration), Sap (Social Services of Public Administration) and functional connection to the Cresap (Recruitment and Selection Committee for Public Administration) and the latter will maintain decision -making autonomy.
RSI Inspection
The government also wants review the regime of assignment and inspection of the social income of insertion (RSI) and intends to evaluate its accumulation with other social supports.
The document points, in addition to the revision of the RSI assignment and supervision, for the Introduction of solidarity obligations.
In February of this year, the monthly amount of RSI increased by almost five euros to 242.23 euros, which is a monthly social benefit for people who are in extreme poverty and which includes, in addition to the monetary value, a program of insertion with a contract with a “progressive social, labor and community insertion” of beneficiaries, according to the information available on the social security institute website.
