This will be the first time the pre-candidate for the Rio Government next year assumes Guanabara Palace after the resignation of Deputy Governor Thiago Pampolha, which became a member of the State Court of Auditors (TCE).
As has been doing in recent weeks, Bacellar will seek to reinforce his public safety agendas in the period. And their first agendas will be in their electoral stronghold: the northern river.
The first city that the acting governor will visit will be Campos dos Goytacazes, where he was born and the largest electoral college in the interior of Rio de Janeiro. In the municipality, he will inaugurate a detachment from the Fire Department and launch the cornerstone of a new Military Police Polyclinic. On the same day, Bacellar will visit neighboring São Francisco de Itabapoana to inaugurate a fire barracks.
Electoral climate
As Globo showed, Bacellar has been fighting a dispute with Rio Mayor Eduardo Paes (PSD), probable adversary, for the protagonism in public security – a theme that should master the 2026 elections in Rio. This week, Paes went to Brasilia and participated in discussions about the Security PEC in the National Congress.
The mayor of Rio, who sanctioned the regulation of the armed Municipal Guard on Friday, asked the deputies a greater clarity in the text about the role of municipalities in the area.
Already the president of Alerj participated in a large agenda in Belford Roxo, in Baixada Fluminense, to the inauguration of an advanced post of the Military Police in partnership with the city. In the city, he posed next to the governor, Senator Ciro Nogueira and Antonio Rueda – national presidents of progressive parties and União Brasil. He spoke to the troop and praised his deeds to expand the present security program while he was secretary of government of Castro.

During the speech, Bacellar still fired on Mayor Eduardo Paes. Without quoting him nominally, he talked about someone “13 years old” but would not have “moved a needle” for security at this time and now wants to become “sheriff of public safety.”
Agreement for the Government
Bacellar has sewed in recent months an agreement to be able to dispute the election as governor. The text had already been announced by Castro two years ago, but never left the paper. After the vote that defined the trip to the ECA, Bacellar even announced that the governor would publish the text in a week, but the plans were postponed to sign the president of Alerj as acting governor.
In the last agenda in Belford Roxo, Bacellar, alongside Castro, also announced works that the Rio Government will do in the city.

Globo showed that the Secretariat of Cities is led by Deputy Douglas Ruas (PL), one of Bacellar’s allies for the electoral race. The folder allocates 95% of funds to seven municipalities with allied mayors, such as São Gonçalo, in which the mayor is Captain Nelson (PL), father of streets.
