Brazil takes preparations from COP30 to the Bonn Conference in Germany

The city of Bonn, Germany, sedates from June 16 to 26 to 62nd Meeting of the Subsidiary Bodies of the United Nations Convention on Climate Change (UNFCCC).

Known as SB62, or Bonn’s climate conference, the meeting brings together negotiators from more than 190 countries to define technical and diplomatic advances that will guide COP30, scheduled for November 2025, in Belém do Pará.

With a presidency status designated from the next climate conference, Brazil will have a central participation in the meeting, focusing on agendas such as climate adaptation, international financing, carbon markets and the so-called “Roadmap Baku-Belém”-reference to the transition between COP29, in Azerbaijan, and the future Brazilian COP.

According to the Provisional Agenda released by the UNFCC, the SB62 central themes include the Global Goal on Adaptation (GGA), the regulation of Article 6 of the Paris Agreement and the climate financing mechanisms – points considered essential to the success of COP30 in Belém.

Technical negotiation and Brazilian diplomacy

The Brazilian delegation will be composed of representatives of the Ministries of Foreign Affairs and the Environment, as well as technicians and observers of civil society. Itamaraty Climate Department Director Liliam Chagas is one of the main articulators of Brazil’s position in technical negotiations. Multilateral meetings with Basic (Brazil, South Africa, India and China) and G77 + China are also expected, both with public support for Brazilian leadership at COP30.

Diplomat André Corrêa do Lago, appointed by the Lula administration as president of COP30 in January this year, also participates in the conference in Bonn. According to Itamaraty, he should present the guidelines of the future Brazilian presidency and will defend instruments such as Tropical Forests Forever Facility (TFFF), a global fund of US $ 250 billion for protection of tropical forests.

SB62 Agenda: Adaptation, Carbon and Transparency

UNFCCC’s official programming foresees at least four priority fronts in Bonn’s negotiations:

  • Global Adaptation Goal (GGA): Countries must submit proposals on indicators and concrete appointments for climate adaptation, one of the central topics of COP28 that is still open;
  • Article 6 of the Paris Agreement: rules on international carbon markets, especially voluntary mechanisms (6.2 and 6.4), are still in the regulation phase;
  • Transparency and implementation: Technical reports on nationally determined contributions (NDCs) and new climatic commitments will be discussed throughout the week;
  • Climate Funding: Advances in Roadmap between COP29 and COP30 should include new goals for funding from developing countries and loss and damage mechanisms.

Presence of indigenous and agribusiness

Brazilian organizations of different sectors will also be present. The Confederation of Agriculture and Livestock of Brazil (CNA) confirmed the participation of representatives in low carbon agriculture panels and NDC monitoring. Brazilian indigenous leaders, who have been acting at the UNFCC conferences since 2022, should again defend greater participation in national adaptation mechanisms. Sinéia do Vale, coordinator of the indigenous climate change committee and special envoy of COP30 for indigenous peoples, is one of the leaders already in Bonn for the conference.

Expectations for COP30 in Belém

SB62 is considered a critical preparatory stage for the Belém Climate Conference. According to the UnfccC, Bonn’s results will help set the scope and commitments that will be discussed in the capital of Para in November, including the possible announcement of new global goals for adaptation and the structuring of innovative financial instruments.
