Parliamentarians consulted by CNN They evaluate that a linear cut proposal for tax benefits will be well received by the National Congress. The federal government must send to the legislature a complementary bill (PLP) to enable a 10% reduction in the waivers.

Senator Efraim Filho (Union-PB), who was rapporteur of the bill that extended the payroll exemption-a tax waiver that generated a split between the powers-, he told the CNN that the project should gain traction in Congress as long as the cut is “linear and gradual”.

The idea of linear cutting is not penalizing specific sectors, while the gradual time would give companies time to adapt to change.

“The secret is this model. Thus, it is avoided that they are selected ‘champions’, if it prevents some being harmed and others not,” said the parliamentarian.

Efraim pointed out that a schedule has already been established for the gradual cut of renunciation with the exemption of the leaf.

HAS CNNthe chairman of the Taxation and Finance Commission of the House of Representatives, Rogério Correia (PT-MG) defended linearity, but considered that public accounts would benefit if the 10% cut occurred “at once”.

The petista also argues that the 10% cut should be the first step in reducing waiver, which should be accompanied later of the ban on the renewal of part of the incentives. A constitutional rule calls for a reduction in benefits to 2% of Gross Domestic Product (GDP) by 2030.

Federal Government ministers and the presidents of legislative houses have been unison in defending the cut of tax benefits. In an interview with CNNPL leader in the House, Sostenes Cavalcante, one of the opposition representatives, also waved the measure.

The federal government must propose a cut only for benefits not provided for in the Constitution. Thus, incentives would not be reached for Simples Nacional, the Manaus Free Zone and the chains involving items of the basic basket, for example.

According to Calculation by Tiago Sbardelotto, economist at XP, tax benefits to companies will reach a level of R $ 196 billion next year. If the resignation is approved in the legislature and materializes, they would be spared around R $ 19.6 billion in 2026.
