Ministry of Health will allocate R $ 260 million to expand the provision and training of experts in regions with lower assistance

The Ministry of Health will offer 3,500 scholarships to expand the number of expert professionals focused on the most unassisted regions of the country. The measure, which aims to encourage the performance of medical specialists in SUS, is part of the program now has experts focused on reducing waiting time for consultations, examinations and surgeries. The announcement was made on Tuesday (10.jun.2025), during an interview with journalists at the ministry’s headquarters in Brasilia.

“With this new modality of public health policy, we will reinforce the partnership with formative institutions, national medical entities and medical specialty societies, making the most of the structure of these institutions. The focus is to strengthen the medical residency, which I consider the gold standard in the formation of experts. At the same time, we will look for new alternatives for these professionals to reach where the population needs it”.said Minister Alexandre Padilha.

Of the total vacancies, 3,000 aims to foster the formation of expert residents and 500 are for immediate provision of SUS -specialist doctors. These 500 professionals will be selected in an unprecedented notice of Mais Médicos Specialists and will have education scholarships of up to R $ 10,000 per month for a workload of 20h per week. Mentoria will be focused on practical performance in priority areas for the public health network. The activities are expected to start in September.

The offer of 3,000 new residency scholarships will be intended for professionals seeking this qualification, which is a gold standard in the training of experts. In this case, the training follows the schedule of CNRM (National Commission of Medical Residency), with the evaluation of the programs and the beginning of activities in March 2026.

Quality in Training

The distribution priority of the residency scholarships will be for the Legal Amazon, the Northeast and the regions with the number of experts below the national average. The Ministry of Health will still be able to provide scholarships for new programs and existing programs, provided the institution expands the number of scholarships offered.

The ministry will also allocate up to R $ 200,000 for state medical residency committees to ensure the quality of residency programs. These commissions are responsible for evaluating medical residency programs throughout Brazil. In addition, the ministry will support financially coordinators and preceptors of new and expanded programs with initial focus on anesthesiology, pathology and radiotherapy.

The actions announced are a response from the portfolio to this year’s medical demography study, which revealed inequalities in the distribution of specialists across doctors across the country. According to the publication, only 10% of experts serve exclusively in SUS.

It is also worth mentioning the technical support notice launched by the ministry in May this year. At the time, proposals were presented to create 386 New medical residency programs, which will be approved by CNRM.

More doctors specialists

The launch of the States and Municipal Adhesion Notice, on Wednesday (11.Jun.2025), is a step that precedes the opening of the 500 education scholarships for doctors already experts, certified by the National Residency Commission or titled by AMB (Brazilian Medical Association).

This notice aims to verify the demand for specialized care, that is, managers will point out the services with installed capacity and vacancies in strategic services for SUS, such as oncology and elective surgeries.

In a later stage, a new announcement will be released to select the 500 professionals already experts who will work in SUS regional, polyclinic and outpatient hospitals, with care and locally agreed goals.

“This announcement is aimed at professionals who already have a title of expert who often seek an institution to continue their qualification. For the first time, the Ministry of Health enters their own resources in this type of initiative, in partnership with EBSERH and Proadi-SUS hospitals. In this moment, we will listen to the states and municipalities about where the service will be offered, then directing professionals interested in participating.”said the Minister of Health.

Another differential will be the opportunity for medical experts to work in institutionsProadi-SUS (Institutional Development Support Program of the Unified Health System), such as the Syrian-Lebanese Hospital, the Portuguese Beneficence of São Paulo, the AC Camargo Cancer, the German Hospital Oswaldo Cruz, the Albert Einstein, the HCor, the Moinhos de Vento Hospital and the EBSERH University Hospitals (Brazilian Company of Hospital Services). These institutions act as forming poles, offering technical support, face -to -face immersions, mentoring and pedagogical follow -up.
