Motta sought a conciliation with Dino even before being elected mayor and gave way to the minister’s main demand that the commission amendments were named after the plaintiff. The mayor made specific criticism, early in his term, about the need for the government to cut public spending. But the differences climbed when Lula published a decree that increased the IOF (Tax on Financial Operations) and then with the provisional tax measure. Both initiatives were attacked by entrepreneurs, and Motta verbalized this dissatisfaction.
