The House of Representatives approved less than 1% of the legislative decree projects presented at the House since 1989 aimed at suspending acts of the President of the Republic. In all, 2,647 proposals were filed to cancel measures of the Executive, of which only 22 have been approved over the years, according to data provided by the House. On Monday, the House votes for the urgency of the project to stop the discharge of the Financial Operations Tax (IOF).
Congress can overthrow acts such as government decrees and ordinances – which needs to be approved by Chamber and Senate.
The approval of a legislative decree nullifies a decision of the executive, however, can weigh on the relationship between the two powers and lead to a climate of animosity.
It is through this instrument that parliamentarians mobilize to overthrow the new IOF decree announced last week by the government.
“As I have said in recent days, the climate in the House is not favorable for the increase in taxes with a collection objective to solve our tax problems,” wrote Mayor Hugo Motta (Republicans-PB) on social networks.
On Wednesday night, the government published a decree “recalibrating” the values of IOF, after the reaction caused by the previous norm. With the partial retreat, the farm estimates to reduce the collection this year of R $ 19.1 billion to between R $ 6 billion and R $ 7 billion.

Even with the retreat, some measures were still left, such as the discharge of IOF to purchase currency by individuals. This is the norm that is in the sights of the House and can be revoked.
