The National Treasury paid R $ 1.1 billion in guaranteed debt of subnational entities in May. Most correspond to debts of the state of Rio de Janeiro.
- Rio de Janeiro: R $ 745.8 million;
- Rio Grande do Sul: R $ 245.48 million;
- Goiás: R $ 73.86 million;
- Minas Gerais: R $ 36.88 million;
- Rio Grande do Norte: R $ 2.71 million;
- Santanópolis (BA): R $ 70.09 thousand.
In accumulated of the year, the Union honored R $ 4.42 billion in guaranteed debts of subnational entities. The borrowers who had the highest honorable values in 2025 were the states of Rio de Janeiro (36.85%), Minas Gerais (35.10%), Rio Grande do Sul (16.93%) and Goiás (8.36%).
Goiás, Minas Gerais, Rio de Janeiro and Rio Grande do Sul participate in the tax recovery regime. The initiative establishes that the Union pay default installments from states and municipalities. Unpaid amounts can be refined within 360 months.
Since 2016, the Union has paid R $ 79.86 billion with the objective of honoring guarantees in subnational entities credit operations. However, only R $ 5.78 billion were returned to the Treasury coffers.
“The main factor that explains the low volume of recovered guarantees is that most of the honorable guarantees – approximately R $ 70.64 billion – are with the states that are in the RRF (Goiás, Minas Gerais, Rio de Janeiro and Rio Grande do Sul) and, therefore, have the benefit of temporary suspension of the execution of countergaranty,” explains the National Treasury.
