IOF: House leaders give government 2 weeks before analyzing suspension of decree

The mayor, Hugo Motta (Republicans-PB), met today with the Ministers of Institutional Relations, Gleisi Hoffmann of the Civil House, Rui Costa, and party leaders to discuss the government decree that raised the financial operations tax.

The leaders and ministers have closed an agreement so that the project that overthrows the IOF decree is not voted today, and only the urgency for the text is analyzed. The assessment is that today there is already a majority for the government’s decree to be overthrown, but the tendency is that the merit is not voted at this time.

Party leaders had pressured the Legislative House so that the merit of the text was approved on Monday, in a message to the government that they do not accept tax increases and that there is a dissatisfaction with the pace of release of amendments, but it was agreed that the session will be dedicated only to voting the urgent request for the project and not the text itself.

The request allows it to be voted directly in plenary, skipping the phases of the commissions. Now, the tendency is that after the approval of the urgency, the project is only discussed again in two weeks.

Next week the Congress will have only remote sessions due to the celebrations of St. John. In the other will happen the Lisbon Legal Forum, in which the Congress summit usually participates.

Gleisi and Rui Costa sought Motta to lower the temperature of the crisis involving the government’s decree.

Members of the Congress Summit, which includes leaders and presidents of parties with ministries in the government, have complained about the tax package conducted by the Minister of Finance, Fernando Haddad. In addition, they also complain about the fact that the amendments, including the impositions, of the right of all parliamentarians, had no amount released for this year.

Gleisi has sought to make the mayor nods and even called “uninformed denunciation” an action brought by NGOs in the Federal Supreme Court (STF) to request more transparency in the amendments. The government has been betting on an attempt according to Congress and tries to fulfill parliamentarians’ requests and unlock the amendments.

PT leader in the House, Lindbergh Farias (RJ), said there needs to be an agreement and to overthrow the decree would make the government contingent $ 12 billion.

– There is no way, the vote on urgency today is scheduled and I think this is a conscience that if there is a overthrow of the IOF decree the government will be required to make the contingency of more than $ 12 billion in the budget.

The twists around the IOF have already yielded three different decrees on the subject. The first was published on May 22 and raised the rate of various operations. On the same day, the government retreated only in taxation of shipments from Brazilian funds abroad.

After a negative reaction from market and parliamentary sectors, the government published a decree “recalibrating” IOF’s values ​​on the night of last Wednesday. With the partial retreat, the farm estimates to reduce the collection this year of R $ 19.1 billion to between R $ 6 billion and R $ 7 billion. This is the norm that is in the sights of the House and can be revoked. After the vote on urgency, a process that gives you faster to analyze a text, it will still be necessary to vote the merit.

Also last week, the government published a Provisional Measure (MP) with compensation measures to changes in IOF. This regulation is valid for 120 days and only loses its effect during this period if it is returned by the president of Congress, Senator Davi Alcolumbre (Union-AP). The MP will have as rapporteur the deputy Carlos Zarattini (PT-SE).
