The Federal Police indicted former President Jair Bolsonaro (PL), Councilman Carlos Bolsonaro (PL-RJ), his son, and federal deputy Alexandre Ramagem (PL-RJ), in the investigation that investigates the case of “Abin Parallel”.
What happened
PF concluded an investigation and sent a final report to the Supreme Court (STF). The findings indicate that the scheme would have occurred in the Bolsonaro government, when Ramagem was Director General of ABIN (Brazilian Intelligence Agency).
Inquiry investigates ABIN use for illegal espionage actions. The investigation was opened in the first year of the Lula Government (PT) to investigate evidence that the agency was linked and used illegally by the former president and branch.
Abin parallel monitors people considered opponents of Bolsonaro. According to PF investigations, the espionage structure also acted by political and personal interests of the former president and his children. The findings show that management used the “First Mile” software for illegal actions.
STF ministers, politicians and journalists were monitored by the parallel structure. In the list of the espoused are names such as Alexandre de Moraes, Luis Roberto Barroso, Dias Toffoli and Luiz Fux, from the Supreme, and former Mayor Arthur Lira (PP-AL).
The group installed on Abin would have used software to track “repeated” cell phones. The monitoring system is able to detect an individual based on the location of devices using 2G, 3G and 4G networks. To find the target, simply enter your phone number in the program and track the last position on a map.

What is indictment
It is another step in investigations. This means that the inquiry concluded that they committed crimes, and the report was delivered to the STF.
The indictment does not guarantee that they will be processed. The PF only evaluated that they have committed the crimes, but it is the PGR (Attorney General’s Office) that has the power to make an accusation. If the PGR considers that there is proof of crimes, it may report Bolsonaro and the others indicted to the Supreme Court. Otherwise, you may ask for more evidence from the PF or ask the Supreme Court to file the case.
If the PGR reports, it is up to the Supreme Court to open or not. The Prosecutor’s Office can make a unique complaint against all – or more than one, to evaluate that crimes must be tried separately.
STF will define whether Bolsonaro and his allies will become defendants. The plenary of the Court, which brings together the 11 ministers, will decide by simple majority whether or not a criminal action is opened against the accused. If you open, Bolsonaro and the others will become defendants, and the action will start. At the end of the process, they will be convicted or acquitted by the Supreme.
