The Government points to Red Eléctrica and the generating companies as responsible for the blackout of April 28. The Third Vice President and Minister for Ecological Transition, Sara Aagesen, said Tuesday at the press conference after the Council of Ministers that there were companies that acted “undue” at the time of general disconnection. And it points to the fact that Red Eléctrica de España (Ree, with) was not the provisions of it.
In a long exposure on the conclusions of the incident, number four of the Executive has explained that the electrical system operator did not program the entire necessary generation to control an over -overpad, which ultimately caused the fall of the entire system.
“There was sufficient generation park to respond,” Aagesen said to make it clear that the problem was not a lack of generation – as they feared those who feared a large scale blackout – but that Red Electric did not schedule all that owed the previous day or during the hours before the incident. There were, more than plenty of centrals, but the manager did not contemplate them in its programming.
But, in addition to blaming the company chaired by Beatriz Corredor, the Government has also signed up for “undue” actions of the generating companies. For two reasons. On the one hand, that the synchronous generation plants (combined, nuclear or hydraulic cycles) were not absorbing tension as they should, which contributed to the surge caused by the blackout.
On the other hand, Aagesen has also pointed out that some of the centrals that were disconnected by the overtheions that were at 12.33 should not do so, according to the ranges required by the system operation. Again, this places electric companies, generators, as co -responsible for the blackout.
The third vice president has begun her appearance warning that the report, which will be made public this afternoon, has not achieved all the information requested to the parties involved. In addition, he said, there are data anonymized for confidentiality reasons. However, the fact of saying that there were centrals that did not absorb reactive power as they should are to point directly against the great electric: Iberdrola, Endesa, Naturgy or EDP, which add up to almost the entire park of traditional generation.
In the analysis, Sara Aagesen has concluded that the blackout occurred by a multifactorial problem. But he has pointed to the low regulation of tension by bad planning (in clear allusion to Ree) and because several operators were not regulating it as they should (referring to electricity).
Centrals that failed
Aagesen has specified that of the 10 centrals scheduled by Red Electrica to provide supply for technical restrictions, “each and every one of them had some degree of breach”, with respect to their duty to absorb reactive power. There was another center scheduled for that day that in the previous afternoon he assured that he was unavailable, before which Ree said that his calculations told them that no more was needed. However, minutes before the blackout, they sent a new plant to start, which, however, could not be available until two in the afternoon, almost an hour and a half after the blackout.
That lack of synchronous generation, always according to the vice president of the Government, has already caused overtheions on the morning of April 28. The system operator’s performance also contributed to this voltage to increase because it had to control strong frequency oscillations, meriting the network and closing the export to France, something that allowed controlling the oscillations but contributed to more tension.
At the time before the blackout, the tension was very high and sustained, which caused the disconnections of the generators. They began to disconnect through Granada, Badajoz, Segovia, Huelva or Cáceres. From these safety shots, some jumped improperly, Aagesen has stressed, pointing to a second focus of responsibility for electricity. The aforementioned disconnections were, as the number four of the Executive has remarked, an unstoppable chain phenomenon, which prevented the blackout from being controlled. The firewalls with which it is about circumscribing this type of phenomena to specific areas or areas were insufficient.
Conderataque as the cause of the blackout, the study identifies, instead, “vulnerabilities” of that nature at different stages of the Spanish electrical system.
The Government indicates that this report “is not a trial”, so it has ruled out resignations at this point, in response to whether the Executive had already requested the resignation of Beatriz Corredor, president of Red Electric.

The official presentation of the report comes after, in the last days, the research committee that the Executive himself created after the blackout after the blackout would also be accelerated. That accelerón has coincided with the publication of the recordings that instill in Santos Cerdán, last secretary of the PSOE organization. The Spanish Government had a maximum period of three months (from April 28, the day of the largest blackout of the recent history of Spain and one of the largest in Europe) to notify Brussels the causes of the incident, the impact it had and the possible improvements identified. This Tuesday night, at 9:00 p.m., Aagesen plans to meet in Lisbon with her Portuguese counterpart, the Minister of Energy and Environment.
